THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That there was filed with the City Planning
Commission on t.he 20th day of September, 1957, the application of

SECTION 2. That there were rnany protests, both oral and
written,to the granting of the requested variance, on the grounds
that a church in a residential area lowers the value of the resi-
dential property. That it was not shown that there are exceptional
or extraordinary circumstances or conditions applicable to the

property involved; that all the other property in the vicinity is
zoned R-l, and all such property that has been developed has been
developed with high class residential uses; that it has been
clearly dernonstrated by maps prepared by subdivision engineers that
subject property can be sirnilarly well developed for residential
purposes, and with a rninimum loss of trees.
SECTION 3. That it was not shown that the variance is
necessary for the preservation or enjoyment of a substantial prop-
erty right of the applicant possessed by other property in the same
zone or vicinity; that no other property in the same vicinity and
zone has been developed to any other use than uses perrnissible in
Zone R-l, nor has any variance for uses other than R-l been requested
or granted in the vicinity of subject property; that the applicant
is not the owner of subject property but at rnost a purchaser; that
the granting of a variance for church purposes in this particular
location would adversely affect the residential developrnent of prop-
erty in the vicinity.
SECTION 4. That for the foregoing reasons and for the
.
reason that applicant has requested that its appeal frorn the recorn-
rnendation of the Planning Commission be withdrawn, the application
