A IIESOLUT ION OF THE CITY COUNC IL OF THE C ITV
OF ARCADIA, CALIFORNIA, PROVIDING FOR CIVIL
DEFENSE AllO DISASTER ORGANIZATION, THE
DISTRIBUTION OF CIVIL DEFENSE PO\~ERS AND
DUTI::S, THE ASSIGNKEtlT OF FUNCTIONS AND
SEflV ICES, AND THE RECRU ITMENT, 0 I RECTI ON AND
TRAINING OF PERSONNEL.
WHEREAS, Ordinance No. 829 of the City of Arcadia relating to civil defense
and disaster provides that the civil defense and disaster organization, the distri-
but ion of civil defense powers and duties, the assignment of functions and services
and the recruitment, direction and training of personnel, shall be prescribed by
resolution adopted concurrently with the adoption of said Ordinance; and,
WHEREAS, Resolution No. 2111 was adopted concurrently therewith;
NOW, THEREFCRE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES HEREBY DETER-
MINE AND RESOLVE AS FCLLOWS:
SECTION I. The civil defense and disaster organization of this city shall
be as hereinafter more particularly described and as shown on the attached "City of
Arcadia Civil Defense and Disaster Plan", which is incorporated herein by reference,
including all information shown thereon.
SECTION 2. Operations Division: There is hereby created an Operations
Division. For the purpose of civil defense planning and operations, the chief of
each operating service within this division shall be responsi51e to the Director.
Within this division there shall be the following operating services;
a. Police. Included in this service shall be the regular pol ice force,
the reserve pol ic~ force, the mounted police, the auxil iary pol ice and the
warden service.
b. Fire. Included in this service shall be the regular fire force and
the auxiliary fire force.
c. publ ic Works. Included in this service shall be the engineering
division, the str<~et division, the building division and the water department.
d. Medical and Health. Included in this service are hospitals, doctors,
dentists, nurses and the County Health Department.

e. Welfare. Included in this service are the County Welfare Department
and the Arcadia Chapter of the American Red Cross.
The Director shall appoint a chief of each such service except that the
Arcadia Chief of Pol ice shall be Chief of the Pol ice Service; the Chief of the Fire
Department of the City of Arcadia shall be Chief of the Fire Service; and the Direc-
tor of public Works of the City of Arcadia shall be Chief of the Public Works Service.
SECTION 3. Staff Services Division. There is hereby created a Division of
Staff Services. This division shall be under the direction and control of the Direc-
tor of Civil Defense and Disaster.
Within this division there shall be the following services:
a. Communications
b. Finance and Supply
c. Personnel
d. legal Advisor
The Director shall appoint a Chief of each such service. The same person
may be appointed as chief of two or more services.
SECTION 4. It is recognized that personnel and facil ities available for
use in the event of a disaster must be organized to cope with the particular situ-
ation at hand and that the basic organization set forth herein might therefore have
to be modified considerably under various disaster circumstances as may be directed
by the Director.
SECTION 5. The City Attorney of the City of Arcadia shall serve as the
legal advisor to the Director of Civil Defense and Disaster and to the Civil Defense
and Disaster Organization.
SECTION 6. American Red Cross. The American Red Cross in the City of
Arcadia will, in natural disaster, furnish food, clothing, shelter, registration
and information service, supplementary medical service when requested, and rehabil-
itation to individuals and families affected by the disaster.
In war-caused disaster, the American Red Cross will furnish only food,
clothing and shelter to affected individuals and famil ies.

The American Red Cross will provide funds with which to finance all its
relief operations during natural disaster. Cjvil defense financing will be pro-
vided by publ ic or private agencies other than the Red Cross for Red Cross functions
and war-caused dlsast(~rs.
The Directol' shall be responsible for arranging, through the chairman of
the local Red Cross chapter, for the participation of the Red Cross in civil de-
fense as a part of the mass care service in case of war-caused disaster, and for
the relationship between the Red Cross and the civil defense organization in case of
natural disaster.
SECTION 7. Duties. The Director shall prescribe the civil defense and
disaster duties of the chiefs of operating and staff services, in conformity with
the civil defense and disaster plan of the city, as approved by the City Council,
and with the State of California Civil Defense and Disaster Plan. Such duties may
be changed from time to time by the director by written administrative orders,
particularly for the purpose of conforming to recommendations of the Director of the
Cal ifornia Disaster Office or modifications recommended by the Federal Civil Defense
Administrator. Upon r'~commendation of the Civil Defense and Disaster Council of the
City of Arcadia, such duties shall be changed in accordance with such recommendations.
SECTION 8. That Resolution No. 2111, entitled "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, PROVIDING FOR CIVIL DEFENSE AND DISASTER
ORGANIZATION, THE DISTRIBUTION OF CIVIL DEFENSE ROVERS AND DUTIES, THE ASSIGNMENT
OF FUNCTIONS AND SERVICES, AND THE RECRUITMENT, DIRECTION AND TRAINING OF PERSONNEL"
adopted by the Arcadia City Council on the 16th day of January, 1951, be and the same
is hereby rescinded.
SECTION 9. The City Clerk shall certify to the adoption of this Resolution.
I HEREBY CERTIFY that the foregoing Resolution was adopted at a regular
meeting of the City Council of the City of Arcadia, held on the 4th day of
March , 1958, by the affirmative vote of at least three Councilmen, to wit:
