HomeMy WebLinkAbout2888 y RESOLUTION NO. 2888 A RESOLUTION OF THE CI1~ COUNCIL OF THE CITY OF ARCADIA, CALIFO~lNIA, DETERi\1INING AND ESTABLI3IIING RSGULATIONS APF LICABLE TO CERTADI nEAL FRCPERTY IN THE "D" ZONE (ARCHI':):'ECTUML OVERLAY). THE GITY COID:CIL OF 'i'HE CITY OF ARCADIA, CALIFORi~IA, DOES DETERr.;INE AND RESOLVZ AS FOLLOI-IS: SECTION 1. That pursuant to Ordinance No. 760 of the City of Arcadia, as amended, proceedings were duly and regularly held by and before the City Planning Commission of the City of Arcadia, as a result of which said Planning Commission recommended the reclassi- fication to Zone PR-l and also Zone D (architectural overlay) of the fol10win~ described property, to wit: The \~esterly 60 feet of Lot 68, Santa Anita Colony Tract, as shown on map recorded in Book 42, page 87, Miscellaneous Records of Los An~e:"es County; and the reclassification to Zone C-2 and Zone D (Architectural over- lay) of the fo:"lowinG described property, to wit: The r:asterly 25'( feet of ti,e vlesterly 317 feet of Lot 00, Santa Anita Colony Tract, as shown on map recorded in Book 42, page 87, j-liscel- laneous rlecords of Los An~eles County; t~at concurrent with said recownendation, the City PlanninG Con~is- sion further determined and recommended that the restrictiornhercin- after provided should be made applicable to each of ti,e foregoing properties if they be reclassified as therein recommended. SECTION 2. That pursuant to aforesaid Ordinance No. 750 of the City of Arcadia, as amended, ~earings were duly and regularly ~eld by and before the City Council of the City of Arcadia upon the aforesaid recorrmendations of the City Planning Commission, as a result of Wi1ici1 the said recommendations of the City Planning Com- missionvere approved and adopted by the City Council and aforesaid properties are being respectively reclassified as recommended by the City Planning Commission. -1- 2b88 ~ SECTION 3. That for the ~rotection of the residential properties in the area, for the integration of subject property with the residential and commercial uses in effect and permissible in the area, a~d to promote the full and proper utilization of sub- ject property in view of the industrial uses existent upon adjacent property to the south and outside of the City of Arcadia, the fol- lowing restric~ions should be and the same are hereby imposed upon all of the above-described property, pursuant to Section 12.1 of Ordinance No. 760, to wit: 1. ~hat no building shall be over two and one-half stories in height. 2. The exterior walls of all buildings, other than brick or natural field materials, shall be of pastel colors. 3. All exterior walls shall be of masonry construction and all construction shall comply with the requirements for build- ings and occupancies in fire zone 1. 4. Doors and windows on the street side of a building, except doors a~d windows used exclusively for light and ventilation and opening directly into'rooms used exclusively for business of- fices, shall not comprise more than ten percent (10~) of the area of the street side of the building. No rooms on the street side of any building shall be used for storage, display or manufacturing pur- poses if more than ten percent (l~~) of the area of the street side of the building consists of doors or windows. 5. No signs shall project above the roof line and the total area of all signs shall not exceed one square foot for each lineal foot of building frontage on the street side. There shall be no blinking lights or moving parts on any sign. 6. Towers, chimneys, spires, gables, roof structures, flag poles, radio or television masts shall not exceed a height of twenty feet above the roof of the main portion of the building. 7. Customer or employee parking of passenger vehicles -2- 2888 may be permitted in front of a building if such parking area is separated from the adjacent street or property by a wall, fence or screen type landscaping at least two feet in height and not exceed- ing four feet in height. All parking areas for commercial and in- dustrial vehicles and equipment shall be paved, shall be located to the rear or side of buildings, and shall be separated from adjacent properties or streets by a six-foot masonry wall. All materials and equipment stored outside of a building shall be stored at the side or rear of the main building, shall be enclosed by a six-foot masohry wall, and no materials stored outside shall project above the enclosing nasonry wall. S. All industrial and manufacturing operations shall be conducted within a walled building. 9. All flood lighting shall be directed away from ad- joining properties. 10. There shall be a ten-foot setback from all street property lines, and such setback areas shall be landscaped and maintained free of weeds and debris. 11. Not over fifty percent (50%) of the land area of the property shall be covered by buildings. 12. Curbs, gutters, and sidewalks of a five-foot minimum width shall be constructed the full length of each parcel of prop- erty prior to or concurrent with the erection or improvement of any structure on the respective parcel of land. 13. A solid masonry wall six feet in height, without open- ings for vehicular traffic, shall be constructed at and along the length of the east property line of EI Monte Avenue from Live Oak Avenue to Las Tunas Drive, except that it shall be four feet in height from the building setback line to t~e street property line, and the parkway on El Monte Avenue shall be landscaped. 14. The Planning Commission may modify any of the fore- going conditions if such modification will not adversely affect prop- erty or improvements in the vicinity and if such modification will -3- 288S equally accomplish substantially the same results as will the ad- herence to the fore~oing conditions. SECTION 7. The City Clerk shall certify to the adoption of this Resolution.
