A RESOLUTION OF THE CITY COUNCIL OF
'rHE CITY OF ARCADIA, CALIFORNIA,
GRANTING A VARIANCE TO PERMIT THE
OPERATION OF A BUSINESS OFFICE A~ TIm
COillfER OF COLORADO PLACE AND SAN JUAN

THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
FIHD, DETERi'lINE AND RESOLVE AS FOLLOHS:
SECTION 1. That there was filed with the City Planning
Commission on February 29, 1956, the application of F. Hesley Davies,
General 11anager and Secretary of Rancho Santa Anita, Inc., as owner,
for a zone variance to permit the following described property in
the City of Arcadia, County of Los Angeles, to wit:
A portion of Lot 1, Tract No. 949, as shown on
map recorded in Book 17, page 13, of Maps, in the
office of the County Recorder of said County,
located at the corner of Colorado Place and San Juan Drive, and hav-
ing a frontage of 347.94 feet on Colorado Place and 204.48 feet on
Santa Rosa Road, to be used for the erection of an office type
building for the purpose of transacting general office work for car-
rying on the business of the California Thoroughbred Breeders Asso-
ciation, including the maintenance of a library for use of its mem-
bers; and that ~fter notice as required by Ordinance No. 760 of the
City of Arcadia, a publiC hearing was duly held by and before said
Commission on the 27th day of ~~rch, 1956, at which time all in-
terested persons were given a full opportunity to be heard and to
present evidence. That upon the conclusion of said hearing, said
Commission adopted its certain Resolution No. 217, wherein and where-
by it made certain findings and recommendations to this Council.
SECTICN 2. That subject property is zoned R-3 and that
the surrounding property is zoned R-3 or for commercial purposes and
developed as such; that variances have been granted to property in
the same block for motels and a gas station. That the proposed plot

plan will not create additional traffic hazards and the proposed
architectural plans will provide an attractive office building. That
under the present zoning subject property may be used for private
clubs and lodges excepting those the chief activity of which is a
service customarily carried on as a business; that the proposed use
of the premises is closely akin to that of a private club. That the
physical shape and geographical location of the property, constitut-
ing but one parcel of land entirely surrounded by public or private
streets and a flood control channel soon to be improved, and the use
of the adjacent four hundred acres of property for thoroughbred horse
racing constittlte exceptional or extraordinary circumstances and con-
ditions applicable to the property involved and/or to the intended use
of the property that do not apply generally to the property or class
of use in the same vicinity and zone. That the granting of the re-
quested variance will not be detrimental to the public health or wel-
fare nor injur~ous to the property and improvements in such zone or
vicinity. That such a variance is necessary for the preservation and

enjoyment of a substantial property right of the applicant possessed
by other property in the same zone and vicinity for the reason that
variances have been granted to neighboring properties to permit and
promote their proper use and development; that the granting of the
requested variance as hereinafter recommended will not adversely af-
fect the comprehensive general plan.
SECTION 4. That for the foregoing reasons a variance is
hereby granted on the conditions hereinafter set forth in Section 5,
for the erection of an office type building for the purpose of trans-
acting general office worlc for carrying on the business of the Cali-
fornia Thoroug~bred Breeders Association, a non-profit organization,
including the Inaintenance of a library on thoroughbreds for use of its
members, and a~y other operation of an administrative character found
necessary for successful operation of the Association and the dissemi-
nation of info~ation to its members, on the fOllowing described real
property:

That portion of Lot 1 of Tract No. 949 in the City of Arcadia,
County of Los Angeles, State of California, as sho,rn on map re-
corded in Book 17, Page 13 of Haps, records of said County,
described as follows:
Beginning at a point in the Westerly line of Tract No. 14745t
as shown on map recorded in Book 304 Pages 34 and 35 of saiu
Maps distant South 00 47' 43" East thereon 17.98 feet from
the Northwest corner of Lot 22 of said Tract No. 14745; thence
South 00 47' 43" East, along the \olesterly line of said 'l'ract
No. 14745 and the Southerly prolongation thereof 476.91 feet
to the intersection with a curve, concave to the Southeast and
having a radius of l~30.00 feet, said point of intersection being
the true point of beginning, a radial to said point bears North
160 10' 32" \olest; thence Westerly along said curve 100.99 feet
to the beginning of a reverse curve concave to the Northeast
and having a radius of 20.00 feetj thence Northwesterly along
said curve 31.09 feet to its tangent intersection ,{ith the
Northeasterly line of Colorado Placer 80.00 feet in width as
it now exists; thence South 300 33' 6" East along said North-
easterly line of Colorado Place 347.94 feet to the beginning of
a tangent curve therein, concave to the North, and having a radius
of 20.00 feet, said curve being in the Northwesterly line of San
Juan Drive; tnence Southeasterly along said curve 31.42 feet to
its tangent intersection with the Northwesterly line of said
San Juan Drive 60.00 feet in width. thence North 590 26' 44"
East along saiA Northwesterly line,loo.oo feet to the beginning
of a tangent curve, concave to the West and having a radius of
20.00 feeti thence Northerly along said curve 31.42 feet to its
tangent intersection with the Westerly line of Santa Rosa Road,

Westerly line of Santa Rosa Road 5.76 feet to the beginning of
a tangent curve therein concave to the East and having a radius
of 230.00 feet; thence Northerly along said curve 118.39 feetj

a point in said Westerly line of Santa Rosa Road, distant thereon
South 10 03' 43" East 90.00 feet from the intersection of the
Easterly prolongation of the Southerly line of Lot 16 of said
Tract No. 14745 and said Westerly line of Santa Rosa Road;
thence South 880 56' 17" West 2"7.90 feet to the beginning of a
tangent curve concave to the South and having a radius of
400.00 feet; thence Westerly along said curve 113.79 feet,
more or less to the intersection with the Southerly prolonga-
tion of said Westerly line of Tract No. 14745, a radial to
said point bears North 170 21' 40" West. thence North 00 47' 43"
West s+ong said Southerly prolongation jl.20 feet to the true
point of beginning;
RESERVED THEREFROM an easement for FloOd Control purposes, to-
gether with the right to grant same to the Los Angeles County
Flood Control District without further consideration, over a
strip of land 40.00 feet in width, measured at right angles,
the Easterly line of which is the Southerly prolongation of the
Westerly line of said Tract No. 14745.

SECTION 5. That the zone variance granted in Section 4
hereinabove is granted upon and subject to the following continuing
conditions:
a. That ingress to said property be provided solely from
San Juan Drive, and that Colorado Place be used for egress only, if
and when the flood control channel is covered;
b. That a proper curb and gutter be placed along the west-
erlY side of Santa Rosa Road across the full width of the private
street, excepting only that portion thereof required for a driveway;
c. That said private street be split in such a manner that
the triplex, adjacent and northerly of subject property acquire by
deed the northerly thirty feet of this private street and that the
southerly thirty feet be incorporated in subject property to be used
for parking purposes, increasing the area to accommodate twenty vehi-
cles.
d. That a twenty-five foot strip of landscaping be pro-
vided along Santa Rosa Road with no access to subject property from
Santa Rosa Road;
e. That the building to be constructed on subject property
conform substantially, both architecturally and as to plot plans, to
the plans submitted and on file in the office of the Arcadia City
Planning Commission.
SECTION 6. The City Clerk shall certify to the adoption
of this Resolut:on.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Council of the City of Arcadia, held
on the 15th
