RESOLUTION NO. 2780
A ~SOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
EXPRESSING OPPOSITION TO PROPOSED
CHANGE OF USE OF PROPERTY ADJACENT
TO f.IICHILLINDA AVENUE.
vlliEREAS, certain property in the City of Pasadena, Cali-
fornia, situated north and west of Foothill Boulevard and clichil-
linda Avenue, has for many years been classified as follows: Zone
R-l for a distance of 150 feet west of clichillinda Avenue and Zone
R-3 & P from 150 feet west of 11ichillinda Avenue to a point 550
feet west of ~lichillinda; and,
tlliEREAS, in reliance upon such classification and the
uses thereby ~ermitted,property in the City of Arcadia east of Michil-
linda Avenue and north of Foothill Boulevard has been classified in
Zone R-O; and,
tlliEftEAS, Zone R-O is the most restrictive classification
of property in the City of Arcadia; and,
\'lliEnEAS, property in the City of Arcadia east of r.lichil-
linda Avenue and north of Foothill Boulevard has been improved and
developed with sin~le family residences of an exceptionally fine
character representinG an investment of many millions of dollars of
private capital; and,
vlliEREAS, f.iichillinda Avenue constitutes a common boundary
bet"leen the cities of Pasadena and Arcadia from Foothill Boulevard
to Orange Grove Avenue; and,
vn{EREAS, an application has been made and filed with the
Pasadena City Plannin~ Commission ". . .for a Use Permit and for a
variance to the use of property and front yard requirements and ex-
ception to the side yard requirements of the Zoning Ordinance which,
if granted, would permit the erection of a two-story retail sales
store containing approximately 192,192 square feet and an automotive
service station and sales room containinG approximately 13,320 square

feet and the entire development as shown on the submitted plot plan"
on file with said Commissionj and,
rrnEREAS, the proposed service station and sales room and a
portion of the two-story retail sales store would be located in Zone
R-3 & P; and,
rrnERZAS, public parkin~ is proposed to be conducted on all
but the easterly 10 feet of the property presently classified as
Zone R-lj and,
trnERZAS, the commercial use of the property for which a
Use Permit, variance and exception have thus been applied, will ne-
cessarily cause a tremendous, unnecessary and unwarranted depreCia-
tion in value of the residential developments immediately east of
Michillinda Avenue in the City of Arcadia and will cause undue and
unfair personal loss to the individuals o\~ing said properties; and,'
\fHERSAS, althou~h the properties east of Michillinda and
west of Michillinda between Foothill Boulevard and Orange Grove Ave-
nue are situated within and subject to the control of different
cities, the orderly use and development of such ~operties and the
preservation of property rights require joint cooperation of both
cities for the mutual advantage of each, and neither city should
knowingly permit a change of use or classification which would un-
necessarily, u~duly and unfairly cause depreciation of property
values and substantial loss to private o~mersj
NOtl, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, D03S RESOLVE AS FOLLOWS:
SECTION 1. That for the foregoing reasons, the City Coun-
cil of the City of Arcadia does hereby request and respectfully urge
that the Pasadena City Planning Commission deny the application here-
inabove described for a Use Permit, variance and exception as to the
property in the City of Pasadena, north and west of Foothill Boule-
vard and Michillinda Avenue, and the City Council does respectfully
request that said property in the City of Pasadena remain substan-
tially in its present zone classifications, and that no additional

SECTION 2. The City Clerk shall certify to the adoption
of this Resolution and shall cause a copy thereof to be filed with
and presented to the Pasadena City Planninc Commission at or before
its hearing on the above matter at 9:00 a.m. on June 7, 1956.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meetin~ of the City Council of the City of Arcadia,
held on the 6th
