That the City of Arcadia has for many years disposed of all garbage and non-combustible refuse emanating within the City by contracting for the disposal thereof by private enter- prise. That said contractor disposed of combustible rubbish emanat- ing within the City of Arcadia by private contract. That said con- tract for the collection and removal of garbage and non-combustible rubbish is still in effect with some years yet to run, and was exe- cuted at a time when single chamber incinerators were lawfully oper- ated, and said contract did not contemplate the prohibition of the use of single chamber incinerators and is not broad enough to take care of the situation which will necessarily result when the use of single chamber incinerators is banned. SECTION 2. That since the announced intention of the Air Pollution Control Board to ban the use of single chamber incinera- tors on July 1, 1955, the City of Arcadia has been working out the details of a new contract to include the collection and disposal of all combustible rubbish emanating within the boundaries of the City; that such contract cannot be completed by July 1, 1955; that the City of Arcadia will complete such contract as soon as possible and probably considerably in advance of October 1, 1955. SECTION 3. That for the foregoing reasons, the City of Arcadia does hereby respectfully petition the Los Angeles County Board of Supervisors, acting as the Air Pollution Control Board, to extend the prohibition of the use of single chamber incinerators within the City of Arcadia from June 30, 1955, to October 1, 1955, - 1 - 2632 to permit the City of Arcadia to make adequate provisions for the collection and disposal of all refuse and rubbish emanating within the City of Arcadia. That such extension of time is necessary for the preservation of the public health, welfare and convenience of the inhabitants of the City of Arcadia. SECTION 4. The City Clerk shall certify to the adoption of this Resolution and shall cause copies hereof to be forwarded to the Los Angeles County Board of Supervisors and S. Smith Griswold, Air Pollution Control officer.
