A nESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CAL:n<'ORNIA, DENYING REQUESTED RECLASSI-
FICATION FROM ZONES R-l AND R-2 TO ZONE R-,3;,
AFFECTING CERTAIN REAL PROPERTY ON NORTH FIRST
AVENUE IN SAID CITY
VffiEREAS, there was fUed with the City PlllIlIling Commission
the petition of Sam V. Gordon and others, as owners of the property
. situated on the east side of First Avenue between the American
Legion Club House and Foothill Boulevard, to change said property
from Zones R-l and R-2 respectively to Zone R-3; and
WHEREAS, after due notice as required by law, a public
hearing was held in the matter by and before the City PlllIlIling Com-
mission on April 13, 1954, at which time all interested persons were
given a full oppoI!"ttmity to be heard and to present evidence; and
WHEREAS. the City Planning Commission did thereupon pass,
approve and adopt its certain Resolution NO.l4B entitled "A RESOLU-

TION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALI-
FORNIA, RECOMMENDING THE DENIAL OF AN APPLICATION FOR A CHANGE OF
ZONES FROM ZONES R-l AND R-2 TO ZONE R-3: AFFECTING CERTAIN REAL
PROPERTY IN SAID CITyn, wherein and whereby it made certain findings
and recommended the denial of the requested reclass1:ficationa; an"-
WHEREAS, after due notice as required by law, a public
hearing was held in the matter by and before the City Cotmcil of the
City of Arcad1a on June 15, 1954, at which time all interested per-
. sons were given a full opportunity to be heard and present evidence;
and whereas the City COtmcll of the City of Arcad1a has fully con-
sidered the matter and reviewed the files relative thereto;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA
DOES HEREBY FIND AND RESOLVE AS roLLOWS:
SECTION 1. That there were protests to the granting of the
requested zone change, includ1ng persons signing the petition for the

change; that the principal basis or the protests was the increase or
trai'fic congestion and the impairment or the adjacent single-family
residential area. That contrary to the petition, much adjacent terri-
tory is zoned R-l or R-2 rather than R-3 and most or the subject
property is already improved as presently permitted. That over rive
per cent (5%) or the City or Arcadia by area is already zoned R-3.
That this is twice the national average and more than twice the
average in metropolitan Los Angeles and more than eight times the per-
centage of R-3 zoning in surrounding communities. That since the bulk
of the subject property is already substantially developed to R-I and
R-2 uses presently permissible, the requested reclassification, ir
sranted, would result at best in sporadic but spotty R-3 development~
and the possible reconversion of existing structures into professional
offices and rooming houses to the detriment or property values in the
area; that particularly, but not solely, by reason or the recent
acquisition or subject property, the requested reclassirication is
not necessary for the preservation or protection of substantial prop-
erty rights of the applicants. nor is the requested reclassification
required by the public convenienc~health or welfare.
SECTION 2. That for each or the foregoing reasons, the
said petition for the reclassification from Zones R-l and R-2 to Zone
R-3 of the property on the east side of First Avenue between the
American Legion Club House and Foothill Boulevard in the City of
Arcadia should be and the same hereby is denied.
SECTION 3. The City Clerk shall certify to the adoption of
this Resoluticm.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting or the City Council held on the 20th day or
July, 1954, by the affirmative vote of at least three councilmen,
to-wit:
