A RESOLUTION OF THE BITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, DECLARING ITS INTENTION TO
IMPROVE SANTA CLARA STREET BETWEEN FIRST AVENUE
AND SECOND AVENUE AND OTHER STREETS AND ALLEYS
WITHIN THE CITY OF ARCADIA, AND DETERMINING THAT
BONDS SHALL BE ISSUED TO REPRESENT THE COST
THEREFOR, AND DECLARING THE WORK TO BE OF MORE
THAN LOCAL OR ORDINARY PUBLIC BEliEF IT AND THAT
THE EXPENSE THEREOF SHALL BE ASSESSED UPON A
DISTRICT.

WHEREAS, the City Council of the City of Arcadia, by
Resolution No. 2403, adopted July 21, 1953, set a hearing, pursuant
to Section 17 of Article XIII of the Constitution of the State of
California, for August 4, 1953, to determine whether or not the
public convenience and necessity require the improvement of Santa
Clara Street between First Avenue and Second Avenue, Santa Clara
Street from Santa Anita Avenue to First Avenue, alley north of Foothill
Boulevard from O~lood Drive to First Avenue, alley north of St.
Joseph Street from First Avenue to Station 3+81.69, alley north of Fano
Street from First Avenue to Second Avenue, all in the City of Arcadia,
by the grading, preparing subgrade, paving, and the construction of
concrete curbs, gutters and aprons and appurtenant work thereto; and
WHEREAS, on said date said hearing was held, and was duly
and regular~ continued and adjourned to August l8, 1953, at which later
date said City Council by Resolution No. 2408, adopted by a four-fifths
vote on August 18, 1953, determined that the publiC oonvenience and
necessity require the said improvement of Santa Clara Street between
. First Avenue and second Avenue, Santa Clara Street from Santa Anita
.
Avenue to First Avenue, alley north of Foothill Boulevard from Oakwood
Drive to First Avenue, alley north of St. Joseph Street from First
Avenue to Station 3+81.69, and alley north of Fano Street from First
Avenue to Second Avenue, all in the City of Arcadia, by the grading,
preparing sub grade, paving, and the construction of concrete curbs,
gutters and aprons and appurtenant work thereto.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the public interest and convenience require
and it is the intention of the City Council of the City of Arcadia to
order the following work to be done, to wit: The improvement of Santa
Clara Street between First Avenue and Second Avenue, Santa Clara Street
from Santa Anita Avenue to First Avenue, alley north of Foothill
Boulevard from Oakwood Drive to First Avenue, alley north of St. Joseph
Street from First Avenue to Station 3+$1.69, and alIen north of Fano
Street from First Avenue to Second Avenue, all in the City of Arcadia,
by the grading, preparing subgrade, paving, and the construction of
concrete curbs, gutters and aprons and appurtenant work thereto. The
estimated cost of the improvement is $ 13,976.18 ,
All of the foregoing work shall be done in accordance with
the Profile and Improvement Plan Job No. 210 and any supplemental
. drawings mentioned thereon, vlhich said Profile and Improvement Plan

was adopted by the City Council on July 21, 1953, by Resolution No.
2402 on file in the office of the City Engineer of said City and in
accordance with specifications entitled "Specifications and Contract
Documents for Improvement of Santa Clara Street, First Alley North of
Foothill Boulevard, and Other Alleys," as adopted by the City Council
of aaid City on the 21st day of July, 1953, by Resolution No. 2402.
SECTION 2. That said proposed work or improvement in the
opinion of the City Council of the City of Arcadia is of more than
. local or ordinary public benefit, and said Council hereby proposes
that the district in the City of Arcadia to be benefited by said work
or improvement and to be assessed to pay the cost and expense thereof,
is shown upon a certain plan or map approved by the City Council on
July 21, 1953, by Resolution No. 2401, indicating the exterior boundary
thereof, which said plan or map is on file in the office of the City

Engineer and is marked No. 1'1"-65.
Said plan or map hereby is referred to and shall govern for
all details as to the extent of said assessment district. Said assess-
ment district includes in general the lots and parcels of land abutting
upon or contiguous to said hereinabove described Santa Clara Street
between First Avenue and Second Avenue, Santa Clara Street from Santa
Anita Avenue to First Avenue, alley north of Foothill Boulevard from
Oakwood Drive to First Avenue, alley north of St. Joseph Street from
First Avenue to Station 3f81.69, alley north of Fano Street from First
Avenue to Second Avenue, but reference hereby is made to said plan or
map for all details as to the extent of said assessment district and
for any variation between the last mentioned general description and
the extent of said assessment district as shuwn on said plan or map.
All pUblic streets or alleys, or portions thereof, hereby are excepted
from said district.

SECTION 3. That serial bonds bearing interest at the rate
of 6% per annum shall be issued to represent each assessment of ~~25.00
or more remaining unpaid for )0 days after the date of the warrant.
Said serial bonds shall extend over a period ending 9 years from the
second day of January next succeeding the next October 15th following
their date. Payments on the principal of unpaid assessments and

interest shall be made by property owners to the City Treasurer and
the sums shall be disbursed by him or as provide.d in the lfImprovement
Act of 1911" hereinafter referred to.
SECTION 4. Notice hereby is given that on September 1~,1953,
at the hour of 8:00 p.m., in the Council Chambers in the City Hall of
said City of Arcadia, situated at 240 West Huntington Drive, in said

City, any and all persons having any objections to the proposed work
or improvement may appear before the City Council and show. cause why
the said proposed work or improvement should not be carried out in
accordance with said Resolution of Intention.

SECTION 5. The Superintendent of Streets immediately shall
cause to be conspicuously posted along the line of said contemplated
work or improvement and also along all the open streets within the said
district, notice of the passage of this Resolution of Intention in the
manner and form prescribed by law.
The City Clerk hereby is directed to mail notices, in the
manner and form prescribed by law, of the adoption of this resolution
. to all persons owning real property in the hereinbefore described
assessment district, whose names and addresses appear on the last
equalized assessment roll for city taxes or as known to the City Clerk.
SECTION 6. The City Council of the City of Arcadia in making
the improvement and in doing the work prescribed herein, elects to
proceed under and in accordance with the proviSions of the "Improvement
Act of 1911," being Division 7 of the Streets and Highways Code of the
State of California.
. SECTION 7. The City Clerk shall certify to the adoption of
this Resolution of Intention and shall cause the same to be published
twice in the Arcadia Bulletin , a newspaper published and cir-
culated in the City of Arcadia, the first of which publication shall
be not less than 10 days prior to September 1, 1953.
SECTION 8. The City Clerk shall certify to the adoption
of this Resolution and thenceforth and thereafter the same shall be
in full force and effect.
I HEREBY CERTIFY that the foregoing resolution was adopted
. at a regular meeting of the City Council of the City of Arcadia ,
held on the 18th day of August ,1953, by the following vote:
AYES: Councilmen Dow, Hulse, Kennett and Nottingham
NOES: Councilmen Schmocker
