A RESOLUTION OF THE CITY COHNCIL OF THE CITY OF ARCADIA, CALIFORNIA, ADVISING THE GOVERNOR OF THE STA.~ OF CALIFORNIA OF THE IMMINENT PERIL TO THE CITY OF ARCADIA AND ADJACENT COMMUNITIES RESULT- ING FROM THE RECENT DISASTROUS FIRE IN ADJACENT MOUlITAINEOUS AREAS, AND REQUESTING INVESTIGATION AND DECLARATION OF A STATE OF EXTREME EMERGENCY. WHEREAS, f:l.res of unprecedented magnitude have recently occurred in the mountaineous area immediately adjacent to lnhabited portions of the City of Arcadia and adjacent communities; and WHEREAS, as a result thereof the devasted area of the mountain water-shed is many times that previously existing from former con- flagrations, thereby increasing to an alarming extent the probability of flood damage to lands below and in the course of natural drain- age courses of said mountaineous areas; and WHEREAS, many relatively large natural drainage courses of said devasted areas such as Big Santa Anita Canyon, Little Santa Anita Canyon, Auburn, Carter and Bayley Canyons and others lying directly above empty into the upper portions of the City of Arcadia; and WHEREAS, sirllilar drainage courses lie above and empty into adjacent commw11ties; and WHEREAS, flood waters, mud and debris from said drainage channels will in the event of heavy rains be carried into densely populated and higtlly developed areas in the City of Arcadia and of adjacent cOmmunities; and WHEREAS, by reason of the foregoing the City of Arcadia and adjacent commun1t1.es are in 1mm1nent peril of extensive damage to life and property resulting from flood waters trom said devasted adjacent areas; and WHEREAS, prompt investigations have been made and are still continuing concerning said devastation and imminent peril as a result of which statistics, charts and other detailed information are and will become available demonstrating the peril to all foot- hill communities adjacent to the mountaineous areas recently de- vasted by fire, and demonstrating beyond question that in the . event of even normal precipitation there will undoubtedly exist " ", <""'. ~ ~(:;../ conditions of extreme peril to the safety of persons and property -l- 5l. '/ (. !?" . within the City of Arcadia and adjacent communities, which conditions by reason of their magnitude are likely to be beyond the possibility of control by the personnel, equipment and facilities of the City of Arcadia, either alone or in conjunction with other foothill communities similarly s&tuated and will therefore require the com- bined fdroes of a Mutual Aid Region or Regions to combat. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES RESOLVE AS FOLLOWS: SECTION I. That the Governor of the State of California . be and he is hereby respectfully but urgently requested to take immediate steps to investigate the grave, extreme and imminent danger to the City of Arcadia and to adjacent communities, ana to the safety of persons and property within the City of Arcadia and ad- jacent communiti,es, and upon the ascertainment of the facts that he declare the City of Arcadia and adjacent communities similarly affected to be iJ:1 a state of extreme emergency without awaiting the actual devastatic)n and inUndation of the City of Arcadia and adjacent . communities. RESOLVED FURTHER, that the City Clerk be instructed to send copies of this Resolution to the Governor of the State of California, and to the Cities of Sierra Madre, Monrovia, Pasadena and Azusa. SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
