A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARCADIA, CALIFORNIA, REQUESTING THE LOS
ANGELES COUNTY FLOOD CONTROL DISTRICT TO TAKE
IMMEDIATE MEASURES TO PROTECT THE CITY OF
ARCADIA AND ADJACENT COMMUNITIES FROM THE IN-
CREASED FLOOD HAZARDS RESULTING FROM RECENT
FIRE DEVASTATION OF ADJACENT MOUNTAINEOUS AREAS.
WHEREAS, fires of unprecedented magn~tude and proximity have
recently occurred in the mountains immediately north of the main
inhabited area of the City of Arcadia; and
WHEREAS, as a result of said fires, the burned-over area of the
mountain water-shed is approximately six times the burned-over area
previously existing, thereby increasing to a dangerous extent the
probability of flood damage to lands geographically below and in
the course of the natural drainage courses of said mountaineous
areas; and
WHEREAS, malny relatively large natural drainage courses of said
devasted areas such as Big Santa Anita Canyon, Little Santa Anita
Canyon, Auburn. Carter and Bayley Canyons and others lying directly
above empty into the upper portions of the City of Arcadia; and ad-
jacBnt communitiell; and
WHEREAS, the County Flood Control District has recognized the
need for immediate. preventive measures by initiating action to provide
~rotection from such flood waters in certain unincorporated areas
along the foothills adjacent to the City of Arcadia; and
WHEREAS, County services are financed in a very substantial
measure from taxes paid by residents of the City of Arcadia and other
incorporated cities along said foothills; and
WHEREAS, by State law, the expense necessarily incurred in the
preparation of plans for meeting any emergency caused by a flood,
fire or other act c)f God which may cause extraordinary loss of life
or destruction of property are County charges, and the circumstances
and hazards herein described are such as may cause extraordinary lo~s
of life and destruction or property.
NOW. THEREFOIlE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES
RESOLVE AS FOLLOWS::

That the Los Angeles County Flood Control District be and the
same is hereby requested to construct such additional debris basins.

necessary steps to provide the City of Arcadia and its residents
with the fullest protection possible against flood and flood damage
from water, mud and debris flowing from the burned-over mountain-
eous areas to the north of Arcadia; and
That the City Clerk be instructed to send copies of this
Resolution to the Los Angeles County Flood Control District, to the
Board of Supervlsors of the County of Los Angeles, and to the City
Councils of the Cities of, Monrovia, Sierra Madre, Pasadena and
Azusa.

The City Clerk shall certify to the adoption of this Re-
solution.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at an adjourned regular meeting of the City Council held on the
6th day of January, 1954, by the affirmative vote of the follOWing
Councilmen,to-wit:
AYES: Councilmen Dow, Hulse, Kennett and Schmocker
NOES: None
