RESOLUTION NO. 2486 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, CONCERNING FLOOD PROTECTION PROJECTS THE CITY COUNCIL OF THE CITY OF ARCADIA DOES DETERMINE AND RESOLVE AS FOLLOWS: . SECTION]. That the City of Arcadia does hereby expres~ the appreciation of the inhabitants of this community to United states Senator Thomas H. Kuchel Congressman Patrick J. Hillings Governor Goodwin J. Knight AS!lemblyman Frank Lanterman Assemblyman Ernest R. Geddes . Supervisor Legg of the Los Angeles County Board of Supervisors Supervisor Mendenhall of the U. S. Forestry Service Colonel Hedger of the Los Angeles County Flood Con- trol District, and to the respective governmental agencies represented by them, to all others not specifically mentioned and particularly to the mayors, councilmen, officials and employees of neighboring cities, for the prompt and active response to the appeals of this and other foot- hill communities, visited and threatened by excessive flood damage and hazard resulting from the recent disastrous mountain fires in . this area and for the immediate and effective steps already taken for the minimizing of future similar flood damage and hazard to these communities. SECTION 2. WHEREAS, federal emergency funds have been made available for' assistance in eliminating flood hazards resulting from the fire dama,ged areas; and WHEREAS, most of the preventive work required has been completed, but som.e necessary work remains to be done; and . - I - ,2{/8' (; . ~S, the City of Arcadia is informed that there re- mains of said emergency funds an unused and unencumbered balance . of approx1matel~r $25,000.00; and . WHEREAS. severe damage will necessarily result to the area below Elkins Canyon unless extensive further work in excess of the capabilities of the City of Arcadia be done in and concern- ing said Elkins Canyon; That the U. S. Forestry Service and the Los Angeles County Flood Cor~rol District, in conjunction with such other gov- ernmental agenetes as may be 'involved, diligently pursue and promptly complete such further studies of the fire-devastated foot- hill areas as may be necessary to insure an absolute minimum of future flood dlJJll8.ge and hazard.. and particularly that every effort be bent to effect a speedy and efficient solution of all problems related to stornl waters that will emanate from Elkins Canyon or the . overflow from te=an Canyon onto Santa Anita Avenue in the event of even moderate reLinfall. thereby necessarily resulting in tremendoU3 damage to extensive and expensive developments in the upper portions '- of the City of Arcadia. SECTION 3. That the City of Arcadia does hereby reaffirm its policy of local participation in such problems of mutual in- terest and does hereby declare its intention to cooperate with all governmental age,ncies in attaining these stated objectives, and to that end the City of Arcadia will require any and all future develop- ment of the vacant foothill areas involved to include the construc- . tion of such channels and conduits as may reasonably be required to augment and give. proper effect to the flood control works that have been or will be constructed by any of the foregoing governmental agencies, and particularly that the City of Arcadia will require the developer of such areas to construct an improved channel from the Elkins Canyon debris basin easterly to Santa Anita Wash, and a closed conduit for the portion of the flow from Lannan Canyon which . would normally flow across this property. - 2 - ~j/ ,y& . SECTION 4. The City Clerk shall certify to the adoption of this Resolutton and shall send a copy hereof to U. S. Senator Thomas H. Kuchel., Congressman Patrick J. Hlllings. Governor Good- win J. Knight. Assemblyman Frank Lanterman. Assemblyman Ernest R. Geddes, Supervisor Legg of the Los Angeles County Board of Super- visors. Suparvif10r Mendenhall of the U. S. Forestry Service, .
