RESOLUTION NO. 2309
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CA~IFORNIA, EXPRESSING OPPOSITION TO
PROPOSITION NO.IO ON NOVEMBER 4, 1952, GENERAL
ELECT! ON BALLOT.
WHEREAS, Proposition No.lO would prohibit the proper and economical
use of public funds for obvious public purposes by the joint action
of all of the cities and other public agencies of California; and
WHEREAS, Proposition No.lO does not prohibit the separate ex-
penditure of public funds to urge legislation of interest to the
. City of Arcadia, but merely prevents the City of Arcadia from join-
ing with sister municipalities in urging the adopt!on of state and
federal legislation of interest to all cities or opposing the en-
actment of measures which would be immediately harmful to City
residents; and
WHEREAS, Proposition No.lO, which in no way relates to penSions,
is advanced by pension promoter George McLain to punish those who
opposed and defeated a former McLain pension program; and
WHEREAS, PROPOSITION NO.IO does not prohibit private interests
from influencing legislation on a collective baSis, but only pro-

hibits collective representation of public interests and agencies;
and
WHEREAS, Proposition No.lO permanently destroys or severely
damages a countless number of quasi-public agencies whose only pur-
pose is the advancement of good government and the public interest,
such as the League of California Cities, the ~horeline Planning,

District Attorneys, Irrigation Districts, Fire Chiefs, Supervisors,
School Trustees and School Administrators Associations, and the
California Conference of Social Workers; and
WHEREAS, Prop,)sition No.lO would cause the wasteful and extra-
vagant expenditure of public funds to do individually what now may
be economically achieved jointly by cities and other public agencies
of CalH'ornia, including the state and its departments and a.gencies;
now, therefore,
The City Council of the City of Arcadia-does resolve as follows:
. that it is opposed to the adoption of Proposition No.lO beca.use it

. would cause untold harm to the cities of California and their

citiEens and urglls the electors of the City of Arcadia to vote
"No" on Proposition No.IQ at the November 4, 1952 election.
Resolved further, that the City Clerk shall certify to
the adoption of this Resolution.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a Special meeting of the City Council of the City of Arcadia held
on the 22nd day of October, 1952, by the affirmative vote of at
at least three Councilmen, to-wit:
AYES: Councilmen Dow, Hulse, Kennett and 8chmocker
NOES: None
ABSENT:- Councilman Nottingham
