A RESOLU'l'ION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, DENYING THE PETITIOlJPOR RE-
CLASSIFICATION PROM ZONE R-l TO ZONE R-3 OF CER-
TAIlll REAL PROPERTY IN SAID CITY.

WHEREAS, there was filed with the City Planning Commission of
the City of Arcadia the petition of Kenneth E. Rammell as owner, re-
questing the reclassification from Zone R-l to Zone R-3 of the
following described property in the City of Arcadia, to-wit:
Parts of Lots 5 and 6, Tract NO.949, as shown on map re-
corded in Book 17, Page 13 of Maps, Records of Los Angeles
County, being those parcels of land located on the West
side of Baldwin Avenue, beginning approximately 832 feet
North of Huntington Drive and extending North to Hugo Reid
Drive, with a depth of approximately 220 feet.
WHEREAS, aft:er due notice as required by law public hearings were
held by and before said Planning Commission on February 24, 1953 and
March 10, 1953, and at which times all interested persons were given
full opportunity to be heard and to present evidence; and
WHEREAS, on the 21st day of April, 1953, after due notice a
public hearing was held on the matter by and before the City Council
of the City of Arcadia. at which time all interested persons were
given a full opportunity to be heard and to present evidence.
NOW, THEREFORE, the City Council of the City of Arcadia does
hereby find, determine and resolve as follows:
SECTION 1. That there were numerous-protests both written and
oral against the requested reclassification based in part on a lessen-
ing of privacy and on a decline in value of idjacent properties which
would resu!t from the requested reclassification; that the requested
reclassification will result in a lessening of owner interest with
consequent decline of upkeep and appearance in SUbject property-to
the detriment of adjoining single family residential properties.
SECTION 2. 'rhat the unqualified transition of subject property
to Zone R-3 would be extremely detrimental to adjacent properties
and is not necessary for the protection of substantial property rights.
That the orderly development of subject property and neighboring
properties abutting Baldwin Avenue, and the protection of the entire
area require the consideration of all properties Similarly situated
on and abutting Baldwin Avenue from Huntington Drive to the Los Angeles

State and County Arboretum, as a unit rather than piecemeal.
SEc'rION 3. That for the foregoing reasons the requested
variance be and the same is hereby denied.
SECTION 4. That the Planning Commission be and it is here-
by requested to initiate proceedings on its own motion tor the con-
siderationof the entire area on Baldwin Avenue trom Huntington
Drive to the Arboretum as a unit,and at the conclusion thereof
to make its findings and recommendations to this Council.
SECTION 5. The City Clerk shall certify to the adoption
of this Resolution.

I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Council held on the 5th day of
May, 1953, by the affirmative vote of the following Councilmen,
to-wit:
