AUTHORIZING AND DIRECTING THE EXECUTION OF' A NINETY-NINE (99) YEAR LEASE. F'OR NOMINAL CONSIDERATION, WITH HOSPITAL FO~1>ATION OF THE METHODIST CHURCH, SOUTHERN CALIFORNIA-ARIZONA CONFERENCE. AND MAKING F'INDINGS RELATIVE THERETO. - , , 1 , , . . ., THE CITY COUNCIL OF THE CITY OF ARCADIA. CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS F'0L10WS: SECTION 1. That the City of Arcadia by deed dated August 28, 1952, acquired 21 acres more or less of real property adjacent to the Arcadia Cit;y Hall, same being a portion of Lot 5 of Tract No. 949 in the CitJ' of Arcadia, County of Los Angeles. State of California, as per map recorded in Book 17, Page 13 of Maps, in the office of the County Recorder of said County. That said property was purchas- ed for the eventual construction, maintenance and operation of'a hospital on all or a portion thereof for the benefit of the residents of the City of Arcadia. That said property was acquired by funds other than funds resulting from the issuance of bonds, the levy of special assesaments and the levy of ad valorum taxes. The funds us- ed for the acquisition of said property were that portion of the Admission taxes collected by or on account of the City of Arcadia set aside for, designated and intended for hospital purposes. SECTION 2. That the construction>> maintenance and operation of a municipal hospital by the City of Arcadia is neither feasible, practicable nor advisable. That the publiC health, welfare and convenience require the constructionl, maintenance and operation of a hospital within the City of Arcadia. That the public health, welfare and convtnience will best be served by the construction, . maintenance and operation of a hospital by a non-profit corporation experienced in, devoted to and organized for the specifiC purpose of constructing, maintaining and operating such a hospital. That after a thorough investigation of the entire subject matter, this Council finds &ld determines that the publiC welfare, health and . convenience will best be served by the construction~ maintenance and operation of a non-profit hospital by the Hospital F'oundation of the Methodist Church, Southern California-Arizona Conference, or by a corporation to be faamDthereby for the specific purpose -1- l>40SXi;t) ..2 377 - I l '" ~. .. . of constructing, maintaining and operating such a hospital. That the public health, welfare and interest require that sufficient enducement be offered to enable the construction, maintenance and operation of a non-profit hospital within the City of Arcadia and require the execution ot a lease tor such purposes tor sufticient length of timfl and for such a nominal consideration as w111 cause an adequate non-profit hospital to be construction,- maintained and operated within the City of Arcadia. .That the true consideration for the execution of the lease hereinafter authorized is the endur- ing benefit to be derived by .the residents of the City of Arcadia by the construction, maintenance and operation of a non-profit hospital within the City of Arcadia. For the foregoing reasons the execution of a lease and agreement for a period of Ninety-Nine (99) years at a consideration of QHB AND NO/IOO ($1.00) DOLLAR per year with the Hospital Foundation of the Methodist Church, Southern California-Arizona Conference is reasonabl~, necessary and is re- Quired by and for the public health, welfare and convenience of the City ot Aroadia and the inhabitants thereof. SECTION 3. That the Mayor andCity Clerk be and they are hereby authorized and directed to execute, for and on behalf' of the City of Arcadia, a lease and agreement with the Hospital Foundation of the Methodist Church, Southern California-Arizona Conference, to~ a term of Ninety-Nine (99( years, for a recited consideration of ONE AND NO/IOO ($1.00) DOLLAR per year, upon the terms, conditions and provisions contained in the agreement and lease submitted herewith, approved as to form by the City Attorney, and approved as to content hereby. SECTION 4. The City Clerk shall certity to the adoption of th3.s Resolution. ".
