A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARCADIA, CALIFORNIA, DECLARING
ITS INTENTION TO FORM A LIGHTING MAINTENANCE
DISTRICT NO. 28, WHICH DISTRICT IS TO PAY
THE COST AND EXPENSES FOR THE MAINTENANCE
AND OPERATION OF A STREET LIGHTING SYSTEM
ON PORTIONS OF CERTAIN DESIGNATED STREETS
IN SAID CITY AND FIXING A TIME AND PLACE
FOR HEARING OBJECTIONS TO THE FORMATION OF
SAID DISTRICT OR TO THE EXTENT THEREOF.
THE CI'I~ COUNCIL OF THE CITY OF ARCADIA, CALIFORNIAt DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the public interest and convenience re-
quire and it is the intention of the City Council of the City of
Arcadia to form a, lighting maintenance district to be known as
Lighting Maintena.nce District No. 28, for the purpose of assessing
said district to pay a portion of the cost and expenses of main-
taining and opera,ting a street lighting system consisting of forty-
one (41) 6,000 lumen lamps, eighteen (18) 7,000 lumen lamps, one (1)
11,000 lumen lamp, two hundred ninety (290) 20,000 lumen lamps and
two (2) 35,000 lumen lamps in said district on portions of the fol-
lowing designated streets:
Peck Road
Baldwin Avenue
Duarte Road
Naomi Avenue
Foothill Boulevard
Golden West Avenue
Lovell Avenue
Santa Clara Street
First Avenue
Santa Anita Avenue
Second Avenue
Alley East of Baldwin Avenue
Huntington Drive
Morlan Place
Sunset Boulevard
Michillinda Avenue
SECTION 2. The items of expense of maintenance and opera-
tion of the said lighting system to be furnished and to be assessed
in part against the lands within the district (exclusive of improve-
ments) are the rate charge by the utility company for electric power
(which rate includes the cost of repairs, replacements, maintenance,
labor and materials) and the cost of publication, posting of notices,

and engineering costs in the formation of the District. The esti-
mated amount of electric power necessary for said system for each
year is six hundred four thousand, six hundred seventy-nine and
seventy-eight hundredths (604,679.78) kilowatt hours and the esti-
mated cost of said electric power for the first year of maintenance
and operation is the sum of twenty-nine thousand six and 16/100
dollars ($29,006.16) and the estimated cost of other items of main-
tenance and operation for the first year is three thousand, five
hundred five and 62/100 dollars ($3,505.62). That the total esti-
mated cost of the first year's maintenance and operation is thirty-
two thousand, five hundred eleven and 78/100 dollars ($32,511.78).
SECTION 3. That the said contemplated maintenance and
operation of said lighting system in the opinion of the City Coun-
cil of the City of Arcadia is of more than local or ordinary public
benefit and said City Council hereby makes the expense of said
maintenance and operation, exclusive of the amount to be paid by said
City as stated in Section 5 hereof, chargeable upon a district, which
district said City Council hereby declares to be the district bene-
fited by said maintenance and operation and to be assessed to pay
the cost and expense thereof; which said district shall, in general,
include all of those lots fronting on said portions of said streets.
A plat or map of said district, indicating by a boundary line the
extent of the lands included in the proposed district, and indicat-
ing by symbol showing the type of lighting, was approved and adopted
by the City Council of said City of Arcadia, and is on file in the
office of the City Clerk of the City of Arcadia. Reference is here-
by made to said plat or map for further full and complete description
of said Lighting Maintenance District No. 28, and said map so on
file shall govern for all details as to the extent of such district.

SECTION 4. That said maintenance and operation shall be
furnished for said system for a period from the date of the forma-
tion of said district to and including December 31, 1971.
SECTION 5. The City Council of the City of Arcadia here-
by orders that forty percent (40%) of the total maintenance and
operation cost and expenses of said system be paid out of the
treasury of said City from the General Fund of said City.
SECTION 6. Notice is hereby given that on Tuesday, the
1st day of NoveDwer, 1966, at the hour of 8:00 o'clock p.m. of
said day, in the Council Chamber of said City Council of said City
of Arcadia, in the City Hall of said City, 240 West Huntington
Drive, any and 8.11 persons owning land or having any interest in
lands within the district liable to be assessed for the expenses
of said maintena.nce and operation or any portion thereof, may be
heard and any of said persons may present any objections tha.t they
may have by protest.
SECTION 7. All the proceedings for the aforesaid mainte-
ance and operation of said system shall be had and taken under
and in accordance with the provisions of an act of the Legislature
of the State of California, known and designated as the Municipal
Lighting Maintenance District Act of 1927, being Division 14, Part
3, of the Streets and Highways Code of the State of California.
SECTION 8. The Superintendent of Streets shall post or
cause to be posted, copies of this resolution headed "Notice of
Formation of Lighting Maintenance District" along all open streets
within said district liable to be assessed, in the manner and form
required by law.

SECTION 9. The City Clerk shall certify to the adoption
of this resolution and shall cause the same to be published twice,
to wit: on September 29, 1966, and on October 6, 1966, in the Ar-
cadia Tribune, a newspaper of general circulation published and
circulated in the City of Arcadia and hereby designated for that
purpose.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Council of the City of Arcadia held
on the 20th day of September
