That the City Manager, in cooperation with the administrative staff of the City, has reviewed the personnel system of the City of Arcadia and the compensation of all officers and employees of the City of Arcadia and has made his recommenda- tions thereon. That the City Council has reviewed the aforesaid recommendations and the subject matter generally. SECTION 2. PAYROLL ADJUSTMENTS On recommendation of the City Manager, his report, dated July 14, 1967 concerning pay adjustments supplementing the list approved by the City Council at its adjourned regular meeting of June 28, 1967, was APPROVED and the following minute resolution was adopted on MOTION by Councilman Arth, seconded by Councilman Butterworth and carried on the following roll call vote. ~ RESOLVED, that the salary of the radio technician be increased from $420 to $435 per month; the Fire Lieutenant to receive a 2~% increase which was omitted in the budget; the half time position of Book Processor in the Library to be converted to a half time position of Catalogue Typist, and one position of Water Forman to be paid an additional $17 per month, RESOLUTION NO, 3947 Amended RESOLVED FURTHER that Resolution No. 3947 adopted June 28, 1967 is hereby amended to conform herewith. In addition to the compensation specified in the preceding Section, additional payments shall be made to encourage stability of employment in the amounts, at the times and to the em- ployees eligible as hereinafter in this Section provided: a. Only full time service in a position to which a salary schedule has been and is in effect shall be used in determining eligibility for payments under this Section; b. It is expreSSly declared that no vested rights accrue to any payments made or that may accrue under this Section, and the amounts and times of such payments may be altered or eliminated entirely at any time by the decision of the City Council; c. Payments under this Section shall be made between De- cember 1 and December 10 of each calendar year throughout the time this Section in its present form remains in effect. Payments under this Section are not pro-ratable, and no payment shall be made un- der this Section to any person who is not at the time of any such payment employed full time in a position to which a salary schedule is in effect; d. Payments under this Section shall be made only to per- sons who are at the time of such payment full time employees of the City in a position to which a salary schedule is in effect, and who by the ensuing January 1st shall have been continuously employed full t~me for a period of five years or more in a position to which a salary schedule has been and is in effect; e. Persons presently employed full time who have been thus employed for five (5) or more years shall receive credit for such prior service occuring on or after January 1, 1958; f. All payments payable under this Section after December 10, 1962, shall be computed at the rate of 2~ of the basic rate for the first five (5) years of service rendered on or after January 1, 1958, plus one-half of l~ of the base rate for each year of service thereafter; provtded, however, that the maximum credit to be allowed for prior service under this Section is 20 years; -11- 3947 g. Base Rate as used in this Section shall mean a sum equal to the product of twelve (l2) times the lowest step in the range assigned to a classification applicable to the position held by an employee at the time the payment ~s made to him under this Section. In no event, however, shall the base rate exceed Five Thousand and nO/lOO dollars ( $5,000.00 ) for the purpose of compu- ting payments under this Section. SECTION 5. That effective July l, 1967, Resolution No. 3895, adopted August 16, 1966, entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, APPOINTING AND EMPLOY- ING LYMAN H. COZAD AS CITY MANAGER, DEFINING HIS DUTIES AND ESTAB- LISHING HIS RATE OF COMPENSATION, REPEALING RESOLUTIONS NO. 3183 AND 3l83-A AND AMENDING RESOLUTION NO, 3885", be and the same is hereby amended by amending Section 2 thereof to read as follows: "SECTION 2. That commencing July 1, 1967, the salary of Lyman H. Cozad as City Manager shall be and the same is hereby fixed at the rate of two thousand dollars ( $2,000.00) per month, said salary to be paid in bi-weekly installments at the times provided for the payment of regular city employees pursuant to Resolution No. 3303." SECTION 6, That with the approval of the City Manager a probationary employee may be hired at Step A, B or C in the salary schedule applicable to the position thus filled. That any tempo- rary employee, at the discretion of the appointing power and with the approval of the City Manager, may be paid up to the maximum amount specified for the position thus filled by such employee, and may be paid less than the salary prescribed for a probationary or permanent employee in such position. That all part-time employees and all other employees in the classified service, as to which a maximum or stated compensation is hereinbefore specified, may be paid any sum up to and including or any sum less than the maximum compensation hereinbefore specified. -12- 3947 SECTION 7. In the event that it is hereafter found that through inadvertence, clerical error or otherwise any position in the city employ has been omitted or eliminated, or the wrong classi- fication or salary schedule has been assigned to any such position, such error shall be corrected by the City Council at its first meet- ing following the discovery of any such error, such correction to be effective as of July l, 1967, SECTION 8. That all prior resolutions inconsistent in whole or in part with any of the foregoing sections are hereby amended to conform with the provisions hereof. SECTION 9, The City Clerk shall certify to the adoption of this resolution. I HEREBY CERTIFY that the foregoing resolution was adopted at an adjourned regular meeting of the City Council of the City of Arcadia held on the 28th day of June, 1967, by the affirmative vote of at least three Councilmen, to wit: AYES: COUNCILMEN ARTH, BUTTERWORTH, FORMAN, HAGE AND CONSIDINE NOES: NONE ABSENT: NONE &~, 4~/1~ Ci Y Clerk of the City of Arcad a .
