HomeMy WebLinkAbout3811 " RESOLUTION NO, 3811 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, COMMENDING THE PRESIDENTIAL APPOINTMENT OF JOHN D. PARKHURST AS A MEMBER OF THE WATER POLLUTION CONTROL ADVISORY BOARD IN THE DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE OF THESE UNITED STATES, FOR A TERM EXPIRING JUNE 30, 1968, WHEREAS, John D, Parkhurst has served the citizens of Los Angeles County since September 1, 1961, in the position of Chief En- gineer and General Manager of the Los Angeles County Sanitation Districts, which districts include twenty-three sanitation districts providing sewerage and refuse disposal facilities for approximately three and one-half million people living in an area of the seven hundred square miles of Los Angeles County; and, WHEREAS, Mr. Parkhurst's service with the Los Angeles County Sanitation Districts dates from 1947 and has included the assignments of Assistant Engineer of Design; Resident Engineer in charge of Construction; Division Engineer in charge of all field operations; and Assistant Chief Engineer in charge of all operations pertaining to water reclamation, sewerage and sewage disposal; and, WHEREAS, prior to his joining the engineering staff of the Los Angeles County Sanitation Districts, Mr. Parkhurst did direct a special comprehensive survey and report in preparation of a master plan for a sewerage and disposal system for Orange County, California, which survey included field operations covering ocean currents along the Orange County coastline for determination of possible location of future submarine outfal1s; and, WHEREAS, during World War II John D. Parkhurst was a com- miss~oned officer in the United States Public Health Service assigned to Malaria Control in war areas; and, -1- 3811 WHEREAS, concomitant with his present position Mr. Parkhurst has served as consultant and advisor to foreign governments, including Israel, Brazil, and New Zealand on matters pertaining to water pollu- tion control; and, WHEREAS, John D, Parkhurst has given many hours of interes- ted and devoted service to civil engineering technical organizations especially while serving as Vice President of the American Society of Civil Engineers, Los An~les Section, as member of the Executive Committee of the Water Pollution Control Federation, as Federation Director of the California Water Pollution Control Association, and as Vice Chairman, Advisory Committee on Sanitary Engineering of the California State Department of Public Health; and, WHEREAS, Mr, Parkhurst has further distinguished himself through the contribution of articles for technical magazines, through presentations at the First and Second International Conferences on Water Pollution Research held in London, England, in 1962, and in Tokyo, Japan, in 1964, through speaking appearances at various con- ferences and meetings of the technical organizations of which he is a member, and through a report entitled "A Plan for Water Re-use" prepared under his direction and which report has been made the basis for extensive research in methods for reclaiming waste waters; and, WHEREAS, at a special meeting of the Boards of Directors of the Los Angeles County Sanitation Districts held on July 21, 1965, Mr. Bob Ayers, Executive Secretary of the Water Pollution Control Advisory Board, presented John D. Parkhurst with the credentials con- firming the presidential appointment on July 13, 1965 of John D, Parkhurst as a Member of the Water Pollution Control Advisory Board in the Department of Health, Education, and Welfare, of the United States for a term expiring June 30, 1968; and, -2- 3811 " , WHEREAS, Mr. Parkhurst and his family are residents of the City of Arcadia, California, and the citizens of said City are justi- fiably proud of this appointment as recognition of the abilities of this member of our community; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City Council of the City of Arcadia does hereby commend the presidential appointment and recognize the tribute to the abilities of John D, Parkhurst in his membership with the Water Pollution Control Advisory Board in the Department of Health, Education, and Welfare, for a term expiring June 30, 1968; and that the City Clerk shall forward a certified copy of this Resolution to the recipient of this appointment. SECTION 2, The City Clerk shall certify to the adoption of this Resolution.
