RESOLUTION NO, 3834
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARCADIA, CALIFORNIA, SUSTAINING
THE ACTION OF THE CITY PLANNING COMMISSION
AND DENYING A REQUEST FOR A CONDITIONAL
USE PERMIT TO REMODEL AN EXISTING MEDICAL
BUILDING FOR A CONVALESCENT HOSPITAL ON
PROPERTY LOCATED AT 501 SOUTH FIRST AVENUE
IN SAID CITY. .
WHEREAS, there was filed with the City Planning Commission
on August 25, 1965, the application of Viktor Hennig, as owner, for
a conditional use permit to remodel an existing medical building for
use as a convalescent hospital on property located at 501 South First
Avenue in the City of Arcadia, County of Los Angeles, State of .California,
more specifically described as follows:
Lots 19 and 20, Block 68 of Tract
No. 866, as recorded in Book 16, pages
198 and 199, of Maps, in the Office of
the County Recorder of said County.
That after due notice as required by the Zoning Ordinance of said City,
a public hearing was held on the matter by and before said City Plan-
ning Commission on September 28, 1965, at which time all interested
persons were given full opportunity to be heard and to present evidence.
That said City Planning Commission thereafter on October 7, 1965, adop-
ted its certain Resolution No. 565 wherein and whereby it made certain
findings and determinations and denied the requested conditional use
permit for the reasons therein stated. That within ten (10) days
thereafter a written appeal from said decision was duly filed by appli-
cant, in accordance with Section 9275.2.9 of the Arcadia Municipal Code,
pursuant to which after notice duly given a public hearing was held
before the City Council of the City of Arcadia on November 2, 1965, at
which time all interested persons were given full opportunity to be
heard and to present evidence;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That subject property is in Zone C-2 and used
presently for a medical office. That the proposed development would
consist of an interior remodeling of the building creating eighteen
(18) convalescent rooms. The exterior of the building would not be
altered and exterior improvements would consist of the placement of
five (5) foot screen walls along El Dorado Street, and the construc-
tion of an enclosed trash area.
SECTION 2. That the proposed development is deficient in
lot area, building coverage, parking stalls, room size, density per
lot area and outdoor activity area. That the site for the proposed
use is inadequate in size and shape to accommodate said use and in
other features required to adjust said use with the land and uses in
the neighborhood. That the site abuts a street inadequate in width
to carry the kind of traffic generated by the proposed use. That the
granting of such conditional use permit will therefore be detrimental
to the public health and welfare and injurious to the property or
improvements in the same zone or vicinity, and will adversely affect
the comprehensive general plan.
SECTION 3. That for the foregoing reasons this City Council
sustains the action of the City Planning Commission in denying the re-
quest for a conditional use permit to remodel an existing medical
building for a convalescent hospital on the above-described property,
and said request is hereby denied.
SECTION 4. The City Clerk shall certify to the adoption of
this Resolution.

at a regular meeting of the City Council of the City of Arcadia held
