RESOLUTION NO. 3750
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA OPPOSING THE
ADOPTION OF ASSEMBLY BILL NO. 2334.
WHEREAS, the existing laws of the State of California
now require tha~ all actions and deliberations of legislative bodies
be taken openly; and
WHEREAS, the legislative body may not under existing law
delegate its legislative powers to a committee or subcommittee; and
WHERE~S, the current laws of the State of California
are more than adequate to protect the public's right of full dis-
closure of the actions of legislative agencies; and
WHEREAS, the efficient operation of city government
requires that certain matters be delegated to committees and sub-
committees for study, review and recommendation; and
WHEREAS, such committees and subcommittees can act only
in an advisory capacity to the legislative body and can take no
legislative action; and
WHEREAS, any requirement that all meetings of any such
committees be open to the public and that twenty-four (24) hours
advance notice thereof be given would seriously curtail the ability
of these COmmittees to investigate and expedite the matters before
them; and
WHEREAS, the practic~l problems involved in giving advanc~
notice would too often preclude the convening of committee members
when available on short notice, thereby impairing the ability of
the governing body to properly conduct its business;

NOW, THEREFORE, the Council of the City of Arcadia
resolves as follows:
SECTION 1. That the Council of the City of Arcadia
does hereby vigorously and unqualifiedly oppose the adoption
of Assembly Bill No. 2334.
SECTION 2. That the State Legislature be hereby
urged to defeat the proposed legislation.
SECTION 3. That the Los Angeles Division of the
League of California Cities, and the League itself, be urged
to strenuously voice their opposition to this legislation.
SECTION 4. That certified copies of this resolution
be forwarded to the following:
1. All Legislators representing the City
of Arcadia.
2. League of California Cities.
3. Mr. Milton Marks, Committee Chairman,
Assembly Interim Committee on
Government Organization.
4. The Governor of the State of California.
SECTION 5. The City Clerk shall certify to the pas-
sage and adoption of this resolution and shall forward copies
hereof to all persons and organizations mentioned in the pre-
ceding Section.

I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the City Council of the City
of Arcadia held on the FIFTH day of JANUARY , 1965,
by the affirmative vote of at least three Councilmen, to wit:
AYES: COUNCILMEN BALSER, CONSIDINE, FORMAN, REIBOLD AND TURNER
NOES: NONE
ABSENT: NONE
