RESOLUTION NO. 3762
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
DECLARING THE RESULTS OF A SPECIAL
MUNICIPAL ELECTION HELD IN SAID CITY
ON THE 2ND DAY OF FEBRUARY, 1965, FOR
THE PURPOSE OF SlJElIlITTING TO THE
QUALIFIED VOTERS OF SAID CITY A
PROPOSITION TO AMEND SECTION XII OF
THE ARCADIA CITY CHARTER.
WHEREAS, at a special municipal election held in the City
of Arcadia on the 2nd day of February, 1965, which said election was
partially consolidated with the special election of the Arcadia Uni-
fied School pistrict held in said City on said date, there was sub-
mitted to the qualified electors of said City a proposition to amend
Section XII of the Arcadia City Charter as hereinafter more specifi-
cally set forth; and,
WHEREAS, the returns of said special muniCipal election
were duly and regularly canvassed;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. That said City Council finds and declares the
results of the votes cast by the qualified electors voting at said
special municipal election of said City concerning said proposition
to amend Section XII of the Arcadia City Charter to be as follows:

SECTION 2. That the proposition to amend Section XII of
the Arcadia City Charter, for which said special municipal election
was called and held and which was submitted to and voted upon by the
voters of said City as aforesaid was as follows:

SHALL ARTICLE XII OF THE ARCADIA CITY CHARTER BE AMENDED TO READ AS FOLLOWS:
ARTICLE XII
BOARD OF EDUCATION
SECTION 1200. The control, management and administration of
the public schools of the City of Arcadia and the territory that is now
or may hereafter be annexed thereto for school purposes, in accordance
with the Constitution and general laws of the State of California, is
hereby vested in a Board of Education consisting of five (5) members to
be elected from the school district at large, and the said Board is
hereby vested with all the powers and charged with all the duties
provided by the laws of the State for city boards of education.
SECTION 1201. The members of such board of education shall
hold office for the term of four (4) years, and until their successors
are 'elected and duly qualified. School board elect.ions shall be held
on the third Tuesday of April of each odd numbered yea~ the first such
election to be held in April, 1967, at which time three (3) members
shali be elected; in April of 1969 two (2) members shall be elected,
and thereafter three (3) and two (2) members shall be alternately
elected. The members of such board of education elected and duly
qualified prior to the April 1967 election shall continue in office
for their respective terms of office and until their respective suc-
cessors are elected and duly qualified as herein provided. The offi-
cers of the election for members of t.he Board of Education shall be
compensated for their services as provided by the general laws of the
State governing school elections; such compensation and ,any other ex-
pense incurred in the conduct of said election shall be a charge upon
the School District and not upon the city.
In the preparation of ballots for the election of members of
the Board of Education, there shall be printed, stamped or written the
name of each candidate for such office who has officially announced
himself sixty days prior to the date of the election by filing or
having filed with the Secretary of the Board of Education a written
statement signed by him that he is a candidate for the office of mem-
ber of the Board of Education.
In all other matters the election for members of the Board of
Education shall be governed by the general law of the State relating
to the election of city Boards of Education.
SECTION 1202. The members of the Board of Education shall
enter upon the discharge of their duties on the first Monday in July
after their election, and the Board shall meet upon said day and annual-
ly thereafter and organize by electing one of their number President
and one of their number Vice-President, whose terms of office shall be
one, year. They shall hold regular meetings at least once each month,
at such time and place as may be ,determined by' their rules. Special
meetings may be called by the President or by written request of any
three members. A majority of the members shall constitute a quorum.
The Board may determine the rules of its proceedings, and the ayes and
noes shall be taken and recorded when demanded by any member, and en-
tered on the records of the Board. Any vacancy occurring on the Board
shall be filled by the remaining members of the Board, and if there be
no members, then by the City Council.
SECTION 1203. The Board of Education shall, at the first
meeting in each school year, or at such other time as shall be fixed
by resolution of the Board, appoint a secretary, who mayor may not
be one of their own number, and shall prescribe the duties and fix
the salary of such secretary.
SECTION 1204. In all matters not specifically provided for
in this Article, the Board shall be governed by the provisions of the
general law relating to such matters.

SECTION 3. That the ~ity Council of the City of Arcadia
hereby finds, determines and declares that the aforesaid proposition
to amend Section XII of the Arcadia City ,Charter received a majority
of all votes cast thereon.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution~
I HEREBY CERTIFY that the foregoing resolution was adopted
at an adjourned regular meeting of the City Council of the City of
Arcadia, held on the 9th day of February, 1965, by the affirmative
vote of at least three Councilmen, to wit:
