HomeMy WebLinkAbout3795 ., RESOLUTION NO, 3795 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, RE-AFFIRMING THE OFFICIAL SALARY STEP SCHEDULE FOR THE VARIOUS POSITIONS IN THE CITY EMPLOY, ESTABLISHING AND RE-AFFIRMING THE VARIOUS POSITIONS IN THE CITY EMPLOY, ASSIGNING NEW SCHEDULE NUMBERS TO SUCH POSITIONS, AND ALTERING AND ADJUSTING THE MINIMUM AND MAXIMUM COMPENSATION FOR VARIOUS POSITIONS IN THE CITY EMPLOY, AND AMENDING ALL PRIOR RESOLUTIONS TO CONFORM HEREWITH. THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1, That the Personnel Board and the City Manager, in cooperation with the administrative staff of the City, have re- viewed the personnel system of the City of Arcadia and the compen- sation of all officers and employees of the City of Arcadia and have made their recommendations thereon. That the City Council has re- viewed the aforesaid recommendations and the subject matter generally. SECTION 2. SECTION 4. In addition to the compensation specified in the preceding Section, additional payments shall be made to encourage stability of employment in the amounts, at the times and to the em- ployees eligible as hereinafter in this Section provided: a, Only full time service in a position to which a salary schedule has been and is in effect shall be used in determining eli- gibility for payments under this Section, b. It is expressly declared that no vested rights accrue to any payments made or that may accrue under this Section, and the amounts and times of such payments may be altered or eliminated entirely at any time by the decision of the City Council, c, Payments under this Section shall be made between December 1 and December 10 of each calendar year throughout the time this Section in its present form remains in effect, Payments under this Section are not pro-ratable, and no payment shall be made under this Section to any person who is not at the time of any such pay- ment employed full time in a position to which a salary schedule is in effect. -12- 3795 d, Payments under this Section shall be made only to persons who are at the time of such payment full time employees of the City in a position to which a salary schedule is in effect, and who by the ensuing January 1st shall have been continuously employed ~ul1 time for a period of five years or more in a position to which a salary schedule has been and is in effect, e, Persons presently employed full time who have been thus employed for five (5) or more years shall receive credit for such prior service occurring on or after January 1, 1958, f, All payments payable under this Section after Decem- ber 10, 1962, shall be computed at the rate of 2~~ of the basic rate for the first five (5) years of service rendered on or after January 1, 1958, plus one-half of l~ of the base rate for each year of service thereafter; provided, however, that the maximum credit to be allowed for prior service under this Section is 20 years. g, Base Rate as used in this Section shall mean a sum equal to the product of twelve (12) times the lowest step in the range assigned to a classification applicable to the position held by an employee at the time the payment is made to him under this Section. In no event, however, shall the Base Rate exceed Five Thousand and nO/lOO dollars ($5,000.00) for the purpose of computing payments under this Section, SECTION 5, That effective October 25, 1965, Resolution No, 3183, adopted October 31, 1959, entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, APPOINTING AND EMPLOYING HAROLD K, SCHONE AS CITY MANAGER, DEFINING HIS DUTIES AND ESTABLISHING HIS RATE OF COMPENSATION, REPEALING RESOLUTION NO; 3163 AND AMENDING RESOLUTION NO. 3142", as amended by Resolution No. 3267, adopted June 21, 1960; as further amended by Resolution No, 3303, adopted October 4, 1960; as further amended by Resolution No, 3392, -13- 3795 .\ adopted June 19, 1961; as further amended by Resolution No, 3498, adopted July 3, 1962; as further amended by Resolution No, 3598, adopted July 2, 1963, and as further amended by Resolution No, 3688, adopted June 30, 1964, be and the same is hereby still further amended by amending Section 2 thereof to read as follows: "SECTION 2, That conunencing October 25, 1965, the salary of Harold K. Schone as City Manager shall be and the same is hereby fixed at the rate of nineteen hundred eight and 33/100 dollars ($1,908,33) per month, said salary to be paid in bi-week1y install- ments at the times provided for the payment of regular city em- ployees pursuant to Resolution No. 3303." SECTION 6, That effective October 25, 1965, Resolution No, 2327, adopted January 20, 1953, entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, APPOINTING JAMES A. NICKLIN CITY ATTORNEY, SPECIFYING HIS DUTIES AND COMPENSATION, AND DIRECTING THE PREPARATION OF THE MUNICIPAL CODE", as amended by Resolution No, 2432, adopted September 15, 1953, and as amended further by Resolution No, 2634, adopted June 21, 1955; by Resolution No. 2898, adopted June 18, 1957; by Resolution No, 3021, adopted May 26, 1958; by Resolution No. 3031, adopted July 1, 1958; by Resolution No, 3142, adopted June 16, 1959; by Resolution No, 3267 adopted June 21, 1960; by Resolution No. 3303, adopted October 4, 1960; by Resolution No, 3392, adopted June 19, 1961; by Resolution No, 3498 adopted July 3, 1962; by Resolution No. 3598 adopted July 2, 1963, and as further amended by Resolution No, 3733 adopted November 17, 1964 is amended by amending Section 2 thereof to read as follows: "SECTION 2, That effective October 25, 1965, said appointee shall receive as compensation for his services the sum of One thousand one hundred twenty-five and nO/lOO dollars ($1,125.00) per month, said compensation to be paid in bi-weekly installments at the times provided for the payment of regular city employees pursuant to -14- 3795 ~ Resolution No. 3303. That said appointee shall be paid additional compensation for services rendered in actions in court, for .~ppe~~ance at hearings before administrative boards and commissions other than city boards and commissions, and for proceedings taken. under .any statutory improvement act, and for all other matters he may be in- structed to do and for which extra compensation is to be in an amount commensurate with the value of the services rendered and in all cases shall be subj ec t to the approval of the City Council." SECTION 7. That with the approval of the City Manager a probationary employee may be hired at Step A, B or C in salary schedule applicable to the position thus filled, That any temporary employee, at the discretion of the appointing power and with the approval of the City Manager, may be paid up to the maximum amount specified for the position thus filled by such employee, and may be paid less than the salary prescribed for a probationary or permanent employee in such position. That all part-time employees and all other employees in the classified service, as to which a maximum or stated compen- sation is hereinbefore specified, may be paid any sum up to and in- cluding or any sum less than the maximum compensation hereinbefore specified, SECTION 8. In the event that it is hereafter found that through inadvertence, clerical error or otherwise any position in the city employ has been omitted or eliminated, or the wrong classi- fication or salary schedule has been assigned to any such position, such error shall be corrected by the City Council at its first meet- ing following the discovery of any such error, such correction to be effective as of July 1, 1965, SECTION 9, That all prior resolutions inconsistent in whole or in part with any of the foregoing sections are hereby amended to conform with the provisions hereof, -15- 3795 ,.. , , SECTION lO, The City Clerk shall certify to the adoption of this resolution, I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Council of the City of Arcadia held on the 15th day of June , 1965, by the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen Balser, Considine, Forman, Turner and Reibold NOES: None ABSENT: None ~.~~ City lerk o'l-the ity of rcadia SIGNED AND APPROVED this June 1965, (SEAL) -16- 3795
