HomeMy WebLinkAbout3725 RESOLUTION NO. 3725 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, GRANTING A ZONE VARIANCE TO PERMIT THE USE OF PROPERTY AT 721 LEMON AVENUE AND ZONED R-1 FOR OFF-STREET PARKING IN CONJUNCTION WITH AN EXISTING CHURCH. THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. That there was filed with the City Planning Commission on July 1, 1964) the application of Arcadia Christian Reformed Church for a zone variance to permit the use of property zoned R-1 and located at 721 Lemon Avenue to be used for off-street parking in conjunction with an existing church, which property is specifically described as follows: The West 60 feet of the East 294 feet of Lot 8, Block G of the Santa Anita Land Company's Tract) per map recorded in Book 6, page 157, of Maps in the office of the County Recorder of said County. That after due notice as required by the Zoning Ordinance of said City a public hearing was duly held on the matter by and before the City Planning Commission on July 28, 1964, at which time all in- terested persons were given a full opportunity to be heard and to present evidence. That said City Planning Commission thereafter on August 11, 1964, adopted its certain Resolution No. 529 wherein and whereby it recommended the denial of the requested variance. That on its own motion this Council fixed October 6, 1964, at 8:00 o'clock p.m. in the Council Chamber of the Arcadia City Hall as the date, time and place of a public hearing on said recommendation, at which time and place all interested parties were given full opportunity to be heard. -1- 3725 SECTION 2. That subject property is 60 feet wide and 300 feet deep, is zoned R-1, and is surrounded on all sides by Zone R-1 property. That apPlicant proposed to use the existing house and garage located on the front portion of said property for Sunday School classrooms and the rear portion of said property for automo- bile parking supplying twenty-six (26) additional vehicle spaces, twenty (20) of such spaces to be along the west property line and to be nine (9) feet by twenty-five (25) feet and parallel to the east property line. That applicant proposes to build a balcony addition to the church existing on adjacent property, which addition will re- quire additional parking. That a church in existence prior to the annexation of the property to the City is lawfully conducted on adjacent property placed in Zone R-l at the time of its annexation. That the growth of the church memberShip requires additional park- ing. That subject property is owned by the church and is immediate- ly adjacent to the church property to be served by the additional parking. That the granting of a variance for the purpose and upon the conditions her~inafter specified will not be materially detri- mental to the public health or welfare or injurious to the property or improvements in the zone or vicinity in which the property is lo- cated. That the g~anting of such variance will not adversely affect the comprehensive general plan. That the lawful existence of the church within the City, its need for additional parking and its ownership of additional property immediately adjacent to the church property are exceptional circumstances applicable to the intended use of the property involved that do not apply generally to the property or class of use in the same zone or vicinity. That the applicant is dedicated exclusively to church purposes and the reason- able use of its property for .church purposes is necessary for the preservation and enjoyment of substantial property rights of the applicant. -2- 3725 SECTION 3. That for the foregoing reasons a variance is hereby granted to permit the use of the above-described property for off-street parking in conjunction with an existing church upon the following conditions: 1. That all off-street parking facilities including in- gress and egress shall be located substantially as shown on the plot plan filed with the application. That the existing dwelling may be used for single-family dwelling purposes but shall not be used for any purpose not permitted in Zone R-1. 2. a. That a six (6) foot high ornamental masonry wall be constructed along the entire length of ,the west property line except that such wall be decreased in height when it reaches a point twenty-five (25) feet back of the Lemon Avenue property line. b. Construct a six (6) foot high decorative masonry wall along the full sixty (60) feet of the north property line. c. Construct a six (6) foot high decorative masonry wall along the east property line beginning at the north property line and running southerly a distance of one hundred twenty-five (125) feet. d. Construct a three (3) foot high wall along and ten (10) feet back of the south property line beginning at the west property line and running easterly until a line extending southerly from the social hall is reached. Such wall shall join the social hall. e. Construct a six (6) foot high wall along the north property line adjacent to all areas improved or used for parking. 3. That the area between the sidewalk and the walls be planted and maintained, such planting to be approved by the Planning Department. 4. That a three (3) foot minimum width planting area be installed and maintained between parking paving and the walls on the west, north, and east, planted .Iith material approved by the Plan- ning Department. -3- 3725 5. That a permanently installed sprinkler system be in- stalled for the irrigation of all planting areas. 6. That grading and drainage plans to the Department of Public Works be submitted for approval. 7. That curb and gutter on Lemon Avenue be constructed to the satisfaction of the Department of Public Works. 8. That concrete bumpers be installed and maintained on all parking stalls. 9. That five (5) foot sidewalks be constructed along Lemon-Avenue. 10. That a concrete driveway apron be constructed at 721 West Lemon and at the proposed entrance to parking lot with drainage inlets per City Standard #148. 11. That the easterly fourteen (14) feet of property fronting on Baldwin and corner cut off be dedicated to the City for future street widening. 12. That all parking lot paving conform to Section 1318.1 of the Building Code as amended and now in effect. 13. That the existing curb on South side of property be removed, and the property graded and landscaped to drain southerly over top of curb. 14. That a sidewalk be constructed along Baldwin Avenue frontage to satisfaction of the Department of Public Works concurrent with future widening of street. 15. That all parking spaces shall be not less than twenty (20) feet long by nine (9) feet wide with twenty-five (25) foot turning radius area. 16. That all building and parking lot illumination be directed away from neighboring properties. No light standard shall exceed a height of ten (10) feet. -4- 3725 , ., 17. That any new signs proposed for the building or site shall meet with the approval of the Planning Department. SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
