RESOLUTION NO. 3736 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, URGING THE MERGER OF THE ASSOCIATION OF INDEPENDENT CITIES OF LOS ANGELES COUNTY AND THE CALIFORNIA CONTRACT CITIES ASSOCIATION WITHIN THE FRAMEWORK OF THE LEAGUE OF CALIFORNIA CITIES AND THE LOS ANGELES COUNTY DIVISION THEREOF. WHEREAS, the purpose of the League of California Cities is the promotion of the general welfare of the cities of this state and the general improvement and facilitation of every branch of muni- cipal government and administration by the following cooperative means: (a) The fostering of conferences of city officials and the maintenance of a central office of information and research for the practical study of matters pertaining to municipal government; (b) The stimulation of greater interest and more active civic consciousness among the people as to the importance and signlfi~ cance of matters relating to municipal government and administrationj (c) The publication and circulation of an official maga- zine, or magazines, and other publications or special reports on municipal government and administration of interest to citiesj (d) Supporting necessary or desirable legislation which will be beneficial to the municipalities of the state generally, and opposing legislation injurious theretoj (e) The securing of harmony of action among cities and other governmental agencies in matters that affect the rights and liabili- ties of the cities of the state, and transmitting to all levels of government the problems of cities and the facts and experiences upon which to formulate urban policies; and, WHEREAS, the purposes and functions of the Los Angeles County Division of the League of California Cities are as follows: -1- 3736 (a) To promote interest in the problems of municipal government and administration among the officers and employees of cities within the Division; and (b) To assist the officials of the League of California Cities in formulating policies and rendering service by expressing to said League, through resolutions dUly adopted, the recommenda- tions of the Division, provided that no action be taken by the Division in conflict with the general policy of the League of Cali- fornia Cities as duly adopted by the Board of Directors of said League; and, WHEREAS, the California Contract Cities Association was formed in 1958 for the purpose of providing a new approach for supplying municipal services to cities to be accomplished by en- tering into contractual arrangements with the County of Los Angeles, private contractors, and other cities and agencies, to furnish the cities with all of the municipal services a city needs or desires, as and when it needs or desires such services; and, WHEREAS, the purposes of the Association of Independent Cities of Los Angeles County are as follows: (a) To protect, promote and maintain independence and autonomy of the independent cities of Los Angeles County; (b) To provide opportunities for concerted action and mutual aid in matters affecting the member cities; (c) To promote friendship and exchange of ideas among the member cities; (d) To provide an organ for the dissemination of knowledge and useful information among the membership; -2- 3736 all of which activities shall be in strict accordance with and within the framework of the rules and regulations of the League of Cali- fornia Cities and the Los Angeles County Division of the League of California Cities; and, WHEREAS, recent annual conferences of the Association of Independent Cities of Los Angeles County and of the California Con- tract Cities Associations have clearly and properly indicated a strong mutual interest of all Los Angeles County cities in both Associations, regardless of the individual city's membership in one or othe other of said Associations; and, WHEREAS, every city within Los Angeles County contracts with another pUblic agency and particularly with the County of Los Angeles for the furnishing to such contracting city of at least one and usually more than one municipal type of service; and, WHEREAS, both the League of California Cities and the Los Angeles County Division thereof exist for the very purpose of aSSisting and serving all cities of the State of California and of the County of Los Angeles respectively; and, WHEREAS, the principal purpose of all cities is the rendition of municipal services in the most efficient and economi- cal manner; and, WHEREAS, the problems confronting all cities in their performance of municipal functions vary only in degree rather than in nature; and, WHEREAS, the threat common to all cities is the ever in- creasing loss of the right of home rule that cities have histori- cally enjoyed; and, WHEREAS, it is essential to the very preservation of city government that cities do not, in any way or for any reason, align themselves one against another, thereby fostering and furthering their own self-destruction; and, -3- 3736 WHEREAS, it is the opinion of very many of the 76 cities in Los Angeles County that all of the activities of the cities should be coordinated through the Los Angeles County Division of the League of California Cities; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the Board of Directors of the League of California Cities be requested to consider the feasibility, practi- calbility and effectiveness of the conduct by the Los Angeles County Division of the League of California Cities of one annual three-day seminar regarding problems affecting cities in Los Angeles County, in lieu of the annual seminars heretofore conducted by each of the aforesaid Associations. SECTION 2. That the City Council of the City of Arcadia hereby urges and recommends the merger of the Association of Inde- pendent Cities of Los Angeles County and of the California Contract Cities Association within the framework of the League of California Cities, and that all matters of material concern to cities generally within Los Angeles County be handled through the Los Angeles County Division of the League of California Cities; that the Association of Independent Cities of Los Angeles County and the California Con- tract Cities Association cease to function as separate organizations and that they become sections of appropriate committees within the structure of the League of California Cities. SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall forward copies hereof to all cities within the County of Los Angeles, ,to the League of California Cities, to the Los Angeles County Division of the League of California Cities, to the President of the California Contract Cities Association and to the President of the Association of Independent Cities of Los Angeles County. -~ 3736 '" I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Council of the City of Arcadia held on the 17th day of November , 1964, by the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen Balser, Considine, Forman, Reibold and Turner NOES: None ABSENT: None eJf?~~~~ City Clerk of t e City of Arc'adia SIGNED AND APPROVED this 17th day of November , 1964.
