RESOLUTION NO. 3606
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
GRANTING A ZONE VARIANCE TO PERMIT
A HOME-FOR THE AGED DEAF AT 529
WEST LAS TUNAS DRIVE IN SAID CITY.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
HEREBY DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That there was filed with the City Planning
Commission on May 17, 1963, the application of Ralph D. and Lula P.
Stogsdill, as owners, for a zone variance to permit the construction
of a home for the aged deaf on property located at 529 West Las
Tunas Drive in the City of Arcadia, described as follows:
Lot 17 and the westerly 25 feet of Lot 16, Tract
No. 6641, per map recorded in Book 126, page 67,
of Maps, Records of Los Angeles County.
That after due notice as required by the Zoning Ordinance of said
City, a public hearing was duly held on the matter by and before
said City Planning Commission on May 28, 1963, which hearing was
duly continued to June 11, 1963, and again continued to June 25,
1963, at which times all interested persons were given a full oppor-
tunity to be heard and to present evidence. That said City Planning
Conunission thereafter on June 25, 1963, adopted its certain ReSolu-
tion No. 484 wherein and whereby it reconunended the granting of the
requested variance.
SECTION 2. That subject property is 100 feet by 191 feet

with an area of 19,100 square feet. That the westerly ~ feet Of(.-7-~S'-~3}

subject property is in Zone C-2 and D with the remaining easterly
50 feet in Zone PR-l and D. That the four corners of Baldwin Ave-
nue and Las Tunas Drive are in conunercial zones and developed with
conunercial land uses. On the south side of Las Tunas Drive the com-
mercial zoning changes to Zone R-l. That ample landscaping is pro-
posed on all sides of the proposed building. That on the north and

east sides a minimum landscaped area of ten (10) feet is proposed
with a masonry wall six (6) feet in height enclosing the site. That
nineteen (19) off-street parking spaces will be available with two
(2) under cover. That a new two-story structure containing 6500
square feet will be constructed and will contain seventeen (17)
bedrooms.
SECTION 3. That this type of use will provide a transi-
tion from the comnercial uses to the single-family residential
uses. That adequate buffering by landscaping and walls is pro-
vided to effectively screen this use from the adjoining R-l prop-
erties. That the general location of the site is ideal due to its
proximity to stores and bus transportation for the proposed use.
SECTION 4. That the intended use of subject property for
a home for the aged deaf does not apply generally to the class of
use in the same zone or vicinity; that the granting of such variance
will not be materially detrimental to the public health or welfare
or injurious to the property or improvements in the zone or vicinity
in which subject property is located; that subject property is so
located with respect to adjacent commercial uses, some by variance,
that such variance is necessary for the preservation and enjoyment
of a substantial property right of the applicant possessed by other
property in the same zone or vicinity; that the granting of such
variance will not adversely affect the general plan.
SECTION 5. That for the foregoing reasons, a variance is
hereby granted to permit the use of the above-described property
for a home for the aged deaf upon the following conditions:
a. That complete working drawings of the proposed build-
ing, walls, landscaping and irrigation system, in substantial com-
pliance with the revised plot plan submitted by applicant and pre-
sented to the City Planning Commission on June 25, 1963, be submitted

to and approved by said City Planning Commission together with evi-
dence of approval thereof by the appropriate County and State agencies
having jurisdiction over the proposed use of the property.
b. That the final plans include as part of the working
drawings a landscape plot plan and irrigation plan prepared by a
qualified landscape architect.
c. That the off-street parking requirements shall be one
(1) space for each bedroom plus one (1) additional space for each
employee.
d. Tha.t the exterior of the entire structure be of
masonry construction and that the separation between the first and
second story conform to requirements of the two-hour fire rating.
e. That sidewalks shall be constructed and that the height
of the block wall on the front of the property shall be increased to
four (4) feet.
f. The City Planning Commission shall reserve the right,
without necessity of further notice or hearing, to make minor modi-
fications of any of the foregoing conditions, if such modification
will achieve substantially the same results and will be no more
detrimental to adjacent properties or improvements than will the
strict compliance with said conditions.
SECTION 6. The City Clerk shall certify to the adoption
ot this resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted
