RESOLUTION NO. 3615
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ARCADIA, CALIFORNIA,
GRANTING A ZONE VARIANCE FOR THE
CONSTRUCTION AND MAINTENANCE OF A
MASONIC TEMPLE ON PORTIONS OF LOTS
9 AND 10 OF TRACT NO. 6074 ON THE
SOUTH SIDE OF DUARTE ROAD WEST OF
SANTA ANITA AVENUE IN SAID CITY.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
HEREBY DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That pursuant to Section 9291.1 of the Arcadia
Municipal Code the City Planning Commission on its own motion initi-
ated proceedings for the purpose of considering and making recommen-
dations concerning the granting of a variance for the construction
and maintenance of a Masonic Temple upon the following des~ribed
property in the City of Arcadia, County of Los Angeles, State of
California, to wit:
The westerly 60 feet of Lot 9 and the easterly
90 feet of Lot 10 of Tract No. 6074, per map
recorded in Book 67, page 83, of Maps in the
office of the Recorder of said county;
Excepting therefrom the northerly 12 feet
.thereof measured at right angles to the northerly
lot line, and excepting therefrom the southerly
125.7 feet of said Lots 9 and 10.
That after due notice as required by the Zoning Ordinance of said
City, a public hearing was duly held on the matter by and before
said City Planning Commission on August 13, 1963, at which time all
interested persons were given a full opportunity to be heard and to
present evidence. That said City Planning Commission thereafter on
August 13, 1963, adopted its certain Resolution No. 493 wherein and
whereby it recommended the granting of the requested variance.
SECTION 2. That the City of Arcadia no longer requires
the above-described property for public purposes and is willing to
sell the same for a semi-public use not incompatible with the adjacent

public library. That the Arcadia Masonic Temple Association, Inc.
is desirous of acquiring said property f.or the construction and
maintenance thereon of a Temple if a variance be granted for such
purposes.
SECTION 3. That if it acquires subject property, the Ar-
cadia Masonic Temple Association, Inc. proposes to construct thereon
a one-story building with contemporary architectural characteristics
with a minimum setback of 56 feet from the front property line on a
site 150 feet wide with an average depth of approximately 380 feet.
The building, 32 feet high at its highest point, would provide 20,638
square feet of enclosed space on the ground floor and 6,756 square
feet in a finished basement. That the ground floor uses would con-
sist mainly of two lodge halls with a total capacity of 239 persons;
one large dining room containing 6,000 square feet; and miscellaneous
rooms of varying sizes for use as a lobby, kitchen, lounge, storage,
conference and service rooms. That the basement would consist of a
T.V. room, billiard room and equipment and storage rooms.
SECTION 4. That the City's ownership of subject property
and its desire that it be developed for public or semi-public purposes,
the Masonic Temple Association's desire to acquire and develop it in
accordance with the City's plan for the area, the size of the site and
its location in relationship to adjacent uses, all constitute excep-
tional circumstances applicable to the property and the intended use
thereof that do not apply generally to the property and class of use
in the same zone. That the granting of the zone variance has herein-
after recommended will not be materially detrimental to the public
health or welfare or injurious to the property or improvements in the
zone or vicinity :In which it is located. That inasmuch as the property
is in public ownership and as such is not subject to the restrictions

of the zoning ordinance, it is necessary that a variance be granted
from the basic zoning of R-l in order that the property may be sold
for proper development. That the granting of the variance as herein-
after recommended will not adversely affect the comprehensive general
plan.
SECTION 5. That for the foregoing reasons a zone variance
is hereby granted to permit the construction and maintenance of a
Masonic Temple upon the above-described property, subject to the
following conditions:
a. That a revjsed preliminary plot plan shall be submitted,
showing the elimination of all front parking or the placement of not
to exceed 6 parking spaces depressed not less than 2 feet below paral-
,lel curb line in a location indicated on Scheme A for parking spaces
No.1 to 6 and that parking spaces No.7 to 12 shall be devoted to
planting areas.
b. That said revised preliminary plot plan shall indicate
construction of a six (6) foot high wall on the south property line
and a five (5) foot wide planting strip, said wall to match~hose
walls already in existence along the extension of the south property
line; and also shall indicate construction of not less than four (4)
tree cut-out areas in the parking area south of the proposed building.
c. That the variance shall not become operative until com-
plete working drawings including landscape and irrigation plans pre-
pared by a qualified landscape architect have been submitted to and
approved by the City Planning Commission, which shall be within one
year from the date of City Council approval of this variance.
d. That the working drawings shall be in substantial con-
formance with the preliminary plot plans approved by the City Planning
Commission and the City Council.

e. That no building permit shall be issued until working
drawings have been approved by the City Planning Commission.
f. That water services shall meet with the standards set
forth in the Uniform Plumbing Code.
g. That grading and drainage plans shall first be sub-
mitted to and approved by the Department of Public Works.
h. That no parking lot illumination shall exceed six (6)
feet maximum height, and all building and parking illumination be
designed to be and shall be directed away from the adjoining
properties.
i. That sidewalks and street lights shall be installed
per standards of the Department of Public Works.
j. That the south 30 feet of the above-described property
shall be offered to the City for alley purposes accompanied by tender
of deed for such purposes.
SECTION 6. The City Clerk shall certify to the adoption
of this resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Council of the City of Arcadia held
on the 3rd
