RESOLUTION NO. 3655
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
OPPOSING THE DRASTIC CHANGES OF SCHOOL
DISTRICTS IN CALIFORNIA AS PROPOSED IN
ASSEMBLY BILL 46, COMMONLY KNOWN AS THE
UNRUH BILL.
WHEREAS, Assembly Bill 46 providing for drastic changes in
school district organization in California and for the elimination
.of all existing school districts and the reorganization of these dis-
tricts on a county-wide basis, except chartered city school districts,
has been introduced in the 1964 First Extraordinary Session of the
California Legislature; and,
WHEREAS, it would result in a static and impersonal educa-
tional program that would dilute the curriculum on the basis of
quantity education, rather than quality education, and in a tragic
loss in local board control of education, accompanied by the inevi-
table loss of local interest and support that is so vital to a suc-
cessful public llchool system; and,
WHEREAS, it would be impossible for the board and admini-
stration of such large school districts to know and to meet the
unique requirements of individual students and communities within
the district, and would not result in a significant reduction in
the cost of educ:ation as claimed by the supporters of the bill, but
it would result in a loss of local control of school financing; and,
WHEREAS, school district organization should be VOluntary
and not mandatory, and the state law already provides for the orderly
organi~ation of school districts, if the people desire it, and the
local people are more aware of the needs for school district organi-
zation and are more capable of making the correct decision for their
area. To reorganize against the wishes of the people would be dis-
astrous to public education in California; and,

WHEREAS, although said Assembly Bill 46 by its terms would
not apply to the Arcadia Unified School District, it nevertheless
contravenes the principles of home rule which this Council has con-
sisteritly advocated;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. That this City Council urgently requests firm
and vigorous opposition by legislators representing this area to
Assembly Bill 46 and any other attempts to usurp the responsibility
for school district organization from the people of the local school
districts.
SECTION 2, That the City Clerk shall certify to the adop-
tion of this resolution,
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Council of the City of Arcadia held
On the 3rd day of March, 1964, by the affirmative vote of at least
three Councilmen, to wit:

and Phillips
