RESOLUTION NO. 3661
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
DENYING A REQUESTED ZONE VARIANCE TO
PERMIT THE CONSTRUCTION OF A TEMPLE
AND RELIGIOUS SCHOOL ON PROPERTY
LOCATED AT 1111. 1115, 1119, 1121,
1125, 1133, 1203 AND 1205 SOUTH FIRST
AVENUE IN SAID CITY.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
HEREBY DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That there was filed with the City Planning Com-
mission on February 10, 1964, the application of the Foothill Jewish
Temple-Center, as Optionee, for a zone variance to permit the con-
struction of a temple and religious school on property known as 1111,
1115, 1119, 1121, 1125, 1133, 1203 and 1205 South First Avenue in the
City of Arcadia, County of Los Angeles, State of California, described
as follows:
Part of Lots No. 6 and 9, Arcadia Acreage

l<laps, page 18, in the office of the
Recorder of said County.
That after due notice as required by the Zoning Ordinance of said City,
a public hearing was duly held on the matter by and before said City
Planning Commission on February 25, 1964, at which time all interested
persons were given a full opportunity to be heard and to present evi-
dence. That said City Planning Commission thereafter on March 10,
1964, adopted its certain Resolution No. 508 wherein and whereby it
recommended the denial of the requested variance.
SECTION 2. That the entire site is in Zone R-l and is en-
tirely surrounded by Zone R-l property. That the proposed facility
is intended to serve not only Arcadia residents but residents of
neighboring communities as well as representing a regional facility.
That a Junior H1,gh School exists several hundred feet south of the

proposed subject site; that several hundred feet to the north is a
church on the northwest corner of First Avenue and Christina Street
on R-2 property zoned for church purposes. That the granting of the
requested variance would provide an additional traffic generator in
this single family neighborhood which would cause an excessive amount
of automobile and pedestrian traffic in a purely residential neigh-
borhood,
SECTION 3. That there are no exceptional or extraordinary
circumstances applicable to the property involved that do not apply
generally to the property or class of use in the same zone or vicinity;
that the requested variance is not necessary for the preservation and
enjoyment of a substantial property right of either the owner or the
applicant possessed by other property in the same zone and vicinity;
that the property is properly zoned and usable for single family resi-
dential purposes; that the statement in the application "that as to
the present owners, . the granting of this variance will permit
them to realize nlore than the present fair market value for their
property" is doubtless true but is not of itself a proper ground for
granting the requested variance; that most R-l property would sell
for more if usable for less restrictive purposes; that as to appli-
cant-optionee, the requested variance is unnecessary as applicant
owns other property in the City for which a variance for similar pur-
poses was requested and two times granted, the first variance having
been twice extended upon applicant's request and the second variance
being still in effect. That the granting of the requested variance
and the construction of a temple and religious school as proposed
will be injurious to other properties in the same vicinity and zone.
SECTION 4, 1hat for the foregoing reasons the requested
variance to permit the construction of a temple and religious school
on the above described property is hereby denied.

SECTION 5, The City Clerk shall certify to the adoption
of this Resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Council of the City of Arcadia held
on the 7th
day of April
, 1964, by the affirmative vote of
at least three Councilmen, to wit:

and Phillips
