HomeMy WebLinkAbout3517 RESOLUTION NO. 3517 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, S'rATING ITS POSITION RELATIVE TO CHANGES IN RATES AND AMOUNTS OF TAXES AVAILABLE FOR CONSTRUCTION OF CITY STREETS. WHEREAS, the League of California Cities has requested this Council to state its position on the proposed inqrease in the "In Lieu Tax" on automobiles, an increase in the pre:!lent gasoline tax and on a revj,sion of the Mayo-Breed Formula for the distribu- tion of gasoline tax fundsj and, WHEREAS, the proposed increase in '.'In Lieu Tax" from two percent (2%) to three percent (3%) of the market value of automo- biles, while increasing Arcadia's income, might work a hardship on / , many of the residents and would not increase the City's income in ',/, proportion to the extra amount paid by the Arcadia city residents; and, WHEREAS, the present California state gasoline tax of six cents (6/) per gallon is lower than a similar tax in many states and the proposed extra one cent (11) tax on gasoline would place the burden of taxation proportionately on those who use the streets and highways; and, WHEREAS, the Mayo-Breed formula which presently distrib- utes to Southern California fifty-five percent (55%) of gasoline funds subvented to the counties by the state and forty-five percent (45%) to Northern California does not represent the ratio of Southern California to Northern California as to present population, assessed valuation and vehicle registration; and, WHEREAS, this Council did on February 6, 1962, adopt Resolution No. 3464, wherein and whereby it urged the Los Angeles County Board of Supervisors and the Los Angeles County Division of the League of California Cities to work toward a more equitable -l- 3517 dist~ibution of highway users tax funds and a prompt revision of the Mayo.,.Breed formu.la to provide a more equitable distribution to the southern portion of the state of California; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES DETERMINE AND' RESOLVE AS FOLLOWS: SECTION 1. That this Council is opposed to an increase in the "In Lieu 'fax" for automobile registration because the in- creased revenue to the City of Arcadia would not offset the added expense to the owners of automobiles' in this C'i ty. SECTION 2. That this Council favo~s a one cent (11) per gallon increase in the gasoline tax, which will increase the tax money available to the City of Arcadia by approximately $75,000.00. SECTION 3. That the Mayo-Breed formula for distributing 'gasoline funds subvented to counties be revised to allocate sixty percent (60%) to Southern California, which percentage more nearly represents the present percentage of population, assessed valuation and vehicle registration in Southern California. SECTION 4. That this Council reaffirms its position as set forth in its said Resolution No. 3464 adopted February 6, 1962, wherein and whereby it urged the Los Angeles County Board of Super- viso:rs to work to'ward a more equitable distribution of highway users tax funds and urged the Los Angeles County Division of the League of California Citles to cooperate with the Los Angeles County Board of Supervisors in working toward a prompt revision of the Mayo- Breed formula more equitable to the southern portion of the State of California. SECTION 5. The City Clerk shall certify to the adoption of this Resolution and shall forward certified copies hereof to the Board of Supervisors of Los Angeles County, the'League of Cali- fornia Cities and to the Los Angeles County Division of the League of California Cities.
