RESOLUTION NO. 3530
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARCADIA, CALIFORNIA, REQUESTING
THE BOARD OF DIRECTORS OF UPPER SAN
GABRIEL VALLEY 'MUNICIPAL WATER DISTRICT
TO TAKE IMMEDIATE ACTION TO CARRY OUT
THE RECOMMENDATIONS CONTAINED IN THE
FINAL STETSON ENGINEERING REPORT ON A
SUPPLEMENTAL WATER SUPPLY.
WHEREAS, the Upper San Gabriel Valley Municipal Water
District was formed by public vote to study water supply problems
and to obtain more water when needed for residents of the said
District; and,
WHEREAS, published engineering 'reports indicate that the
population of thE! District will increase from it,s present half
million to more than a million people thirty years f'rom now; and,
WHEREAS, such engineering reports reveal that to obtain
more water for present needs and for future growth and development,
a supplemental water supply must be arranged for now, either by
State water serv1ce contract or through annexation to the Metro-
politan Water District of Southern California; and,
WHEREAS, a recent and final report by Engineer Thomas M.
Stetson shows that needed water can be obtained at lesser cost
from The Metropolitan.Water District of Southern California and
recommends annexation to that District; and,
WHEREAS, said final report was based on the District
being served by 1972 with untreated northern California water for
replenishment purposes through facilities of The Metropolitan Water
District of Southern California;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY DETERMINE AND RESOLVE AS FOLLOWS:

SECTION I. That the Final Stetson Report on a Supplemental
Water Supply dated October 16, 1962, be approved and that Engineer
Thomas M. Stetson be complimented for the professional competence re-
vealed in his investigation and study of water problems confronting
, ,
the Upper San Gabriel Valley Municipal Water District.
SECTION 2. That the Board of Directors of The Upper San
Gabriel Valley Municipal Water District be requested and urged to
take immediate steps to carry out the recommendations in the Final
Stetson Report by seeking annexation to The Metropolitan Water Dis-
trict of Southern California. That such action be taken as soon as
the District receives reassurance from The Metropolitan Water Dis-
trict of Southern California that the District will have northern
California water available for replenishment purposes through facil-
ities of The Metropolitan Water District of Southern California by
1972 or as soon thereafter as it becomes available to the Metro-
politan Water District.
SECTION 3. That the Board of Directors of the said Dis-
trict be urged to initiate the required procedures in time to accom-
plish such annexation prior to April I, 1963, thus effecting a
saving of Twenty-six million dollars ($26,000,000.00) in annexation
charges.
SECTION 4. That the Board of Directors of the Upper San
Gabriel Valley Municipal Water District be urged to initiate legis-
lation in the State Legislature whereby the District will have the
power to levy and collect a pumping charge or assessment against
all individuals, c:orporations, agencies, districts, or municipali-
ties, pumping water from the San Gabriel Valley Basin.

SECTION 5. The City Clerk shall certify to the adoption
of this Resolution, and shall forthwith forward a certified copy
hereof to the Board of Directors of the said District at 11229
Valley Boulevard, EI Monte, California.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Council of the City of Arcadia held
on the 7th day of November, 1962, by the affirmative vote of at least
three Councilmen, to wit:

Butterworth
