HomeMy WebLinkAbout3412 ~ -. ~ ~ RESOLUTION NO. 3412 A RESOLUTION OF THE CITY COUNCIL OF THE CITY' OF ARCADIA, CALIFORNIA, ,AGREEING TO PAY A PART OF THE COST OF EXTENDING BALDWIN AVENUE FROM COLORADO BOULEVARD TO FOOTHILL BOULEVARD AND THE BALDWIN AVENUE INTERCHANGE WITH THE PROPOSED FOOTHILL ,FREEWAY. WHEREAS, the City Council of the City of Arcadia deems it absolutely necessary that Baldwin Avenue be extended from its present terminus at Colorado Boulevard northerly to Foothill Boule- vard; and, WHEREAS, the connection of Baldwin Avenue with the pro- posed Foothill Freeway is required to relieve traffic congestion occurring within the City as a result of traffic emanating almost entirely from without the City; and, WHEREAS, these aims can be accomplished by extending Baldwin Avenue to Foothill Boulevard by the construction of under- passes permitting Baldwin Avenue traffic to reach Foothill Boule- vard by going under Colorado Boulevard, the Atchison, Topeka and Santa Fe Railroad tracks and the proposed Foothill Freeway; and, WHEREAS, the Los Angeles County Board of Supervisors has expressed the interest of said County in this project by action of said Board, at its meeting of July 5, 1960, in its approval of a "Joint Statement Issued By County of Los Angeles and the City of I Arcadia", urging the location of an interchange on the Foothill Freeway at Baldwin Avenue; and, WHEREAS, the Los Angeles County Board of Supervisors has expressed its willingness to pay a portion of said project cost by t~e passage of its Resolution of Intention at its meeting of August 22, 1961; and, -1- 3412 ~ . . .,. 'If' ,'" - WHEREAS, said Resolution of Intention of the Los Angeles County Board of Supervisors, among other things, declares the Board's intention to appropriate the sum of $200,000 for a portion of the construction costs; and, WHEREAS, the Division of Highways of the State of Cali- fornia is willing to recommend to the State Highway Commission that the State participate in the extension of Baldwin Avenue; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City Council of the City of Arcadia agrees to provide funds for the cost of the Baldwin Avenue exten- sion southerly of the northerly right of way line of the Atchison, Topeka and Santa Fe Railroad not otherwise provided for in Section 2 of this Resolution. SECTION 2. That the State Highway Commission of the State of California is hereby requested and urged to approve the recommendations of the State Division of Highways that the State participate in the extension of Baldwin Avenue on the following basis: a. The State shall be responsible for the entire cost of Baldwin Avenue extension northerly of the northerly right of way line of the,Santa Fe Railway including interchange facilities with the Foothill Freeway. b. The State shall participate in the cost of Baldwin Avenue separation structure at Colorado Boulevard to the extent of 50% of the total cost. c. The State shall participate in the cost of Colorado Boulevard Detour and Railroad Shoofly to the extent of 50%. d. The State agrees that Baldwin Avenue extension shall be an improved 76 foot roadway within an 88-foot wide street dedi- cation. -2- 3412 - . _ . yo- .,. ,. e. The State agrees that the Los Angeles County Road Department may prepare the plans for the Baldwin Avenue Extension, exclusive of the Colorado Boulevard structure, pursuant to the grade line submitted by the Division of Highways, and further agrees to ~ 3 pay the State's proportionate share pf the cost of such plan prepa- ration by the Los Angeles County Road Department. f. The County of Los Angeles pursuant to its Resolution of Intention No. 64191 shall appropriate the sum of $200,000 for the project hereinbefore described and further that the Los Angeles County Road Department shall furnish the plans for said project. SECTION- 3. The City Clerk shall certify to the adoption of this Resolution and shall cause a copy of the same to be forwarded to the Los Angeles County Board of Supervisors, the Road Commissioner of the County of Los Angeles and the State Division of Highways. I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Council of the City of Arcadia held on the 5th day of September ,1961, by the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen Butterworth, Reibold and Phillips NOES: None ABSENT: Councilmen Balser and Camphouse 4f~(~~~ SIGNED AND APPROVED this 5th day of September , 1961.
