RESOLUTION NO. 3417
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
AGREEING TO PAY A PART OF THE COST
OF EXTENDING BALDWIN AVENUE FROM
COLORADO BOULEVARD TO FOOTHILL
BOULEVARD AND THE BALDWIN AVENUE
INTERCHANGE WITH THE PROPOSED
FOOTHILL FREEWAY.
WHEREAS, the City Council of the City of Arcadia deems
it necessary to extend Baldwin Avenue, from its present terminus
at Colorado Boulevard, northerly to Foothill Boulevard; and,
WHEREAS, the connection of Baldwin Avenue with the pro-
posed Foothill Freeway is required to relieve traffic congestion
within the City; and,
WHEREAS, these needs can be accomplished by extending
Baldwin Avenue to Foothill Boulevard through the construction of
underpasses or overpasses ,permitting Baldwin Avenue traffic to
reach Foothill Boulevard by going under or over Colorado Boulevard,
the Atchison, Topeka and Santa Fe Railroad tracks ,and the proposed
Foothill Freeway; and,
WHEREAS, the community benefits of an underpass at the
railroad is greater by reason of appearance and maintenance reduc-
tion; and,
WHEREAS, the Los Angeles County Board of Supervisors has
expressed the interest of said County in this project by action of
the Board at its meeting of July 5, 1960, in their approval of a
"Joint Statement Issued by County of Los Angeles and the City of
Arcadia", a general statement urging the location of an interchange
on the Foothill Freeway at Baldwin Avenue; and,
WHEREAS, the Los Angeles County Board of Supervisors has
expressed its willingness to pay a portion of the project cost by
the passage of its Resolution of Intention at its meeting of August
,22, 1961; and,

WHEREAS, the Resolution of Intention of the Los Angeles
County Board of Supervisors, among other things, declares the
Board's intention to appropriate the sum of $200,000 for a portion
of the construction costs; and,
WHEREAS, the Division of Highways of the State of Cali-
fornia is willing to recommend to the State Highway Commission
that the State participate in the extension of Baldwin Avenue;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Arcadia agrees:
1. To assume the full cost of the Atchison, Topeka and
Santa Fe Railroad bridge plans and construction, including engi-
neering not absorbed by the Atchison, Topeka and Santa Fe,Railroad.
2. To assume the full cost of the Atchison, Topeka and
Santa Fe Railroad shoofly plans and construction, including engi-
neering not absorbed by the Atchison, Topeka and qanta Fe Railroad.
3. To assume one-half of cost of Colorado Boulevard
structure and Colorado Boulevard detour plans, construction, and
engineering.
4. In addition to and except as qualified in above
Items 1, 2, and 3, to assume full cost of plans and construction
for Baldwin Avenue to be constructed from a point south of Colorado
Boulevard near Cambridge Drive to the north right of way of the
Atchison" Topeka and Santa Fe Railroad.
SECTION 2. The State. Division of Highways is requested:
1. To submit to the California HighwaY,Commission.a
recommendation that the Baldwin Avenue extension be approved.
2, That the State provide for all plans, right of way,
and construction for the freeway structure and ramps and the portion
of Baldwin Avenue north of the north right of way line of the Atchi-
son, Topeka and Santa Fe Railroad.

3. That the State provide one-half of the cost of the
Colorado Boulevard structure and detour, including one-half of the
engineering cost.
4. That the State design the Colorado Boulevard struc-
ture and all portions of the freeway, including the ramps.
SECTION 3. It is requested, upon the approval of the
foregoing by the California Highway Commission, that a cooperative
agreement be prepared and submitted by the Division of Highways to
the City, which shall be based upon the estimates submitted to the
City on March 21, 1961 and July 21, 1961, with the further under-
standing that the State assume one-half of the cost of the Colorado
Boulevard structure, as indicated hereinabove, and
That the basis of construction shall be 78 feet curb to
curb and 88 feet abutment to abutment.
SECTION 4. That the County of Los Angeles, pursuant to
their Resolution of Intent adopted by the Board of Supervisors
under Board Order No. 143, appropriate the sum of $200,000 for ,the
prOject hereintofore described, and further that the Los Angeles
County Road Department shall furnish the plans for said project.
SECTION 5. The City Clerk shall certify to the adoption
of this Resolution and shall cause a copy of same to be forwarded
to the Los Angeles County Board of Supervisors, the Road Commis-
sioner of the County of Los Angeles and the State Division of High-
ways.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Council of the City of Arcadia held
on 'September 19, 1961, by the affirmative vote of at least three
Councilmen, to wit:
