RESOLUTION NO. 3433
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
GRANTING A ZONE VARIANCE TO ALLOW
THE ERECTION OF A COVERED PATIO ON
PROPERTY AT 590 SOUTH THIRD AVENUE
IN SAID CITY OWNED BY THE SANTA ANITA
GIRL SCOUT COUNCIL AND THE USE OF
SAID PROPERTY AS A MEETING PLACE FOR
GIRL SCOUTS UNDER CERTAIN SPECIFIED
CONDITIONS.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA,
DOES HEREBY DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That there was filed with the City Planning
Commission on the 25th day of August, 1961, the application of the
Santa Anita Girl Scout Council, as owner, signed by Nancy H, Trask,
President, for a zone variance to allow the construction of a
covered patio on property at 590 South Third Avenue in the City of
Arcadia, County of Los Angeles, State of California, described as
follows:
The north 80 feet of the south 169,4 feet of
the west 227.2 feet of Block 49, Santa Anita
Tract, as shown on map recorded in Book 34,
pages 41 and 42, of Miscellaneous Records of
said County;
and to allow the use of said property as a meeting place for Girl
Scouts and other similar groups. That after due notice as required
by the Zoning Ordinance of said City, a public hearing was duly
held on the matter by and before said Commission on the 12th day
of September, 1961, which hearing was dUly continued to September 26,
1961, at each of which times all interested persons were given a full
opportunity to be heard and to present evidence. That at the conclu-
~ion of said hearings said City Planning Commission adopted its cer-
tain Resolution No. 424 wherein and whereby it made certain findings
and recommended the granting of the requested variance upon certain

conditions. That thereafter, pursuant to wri~ten appeals duly filed,
a public hearing on aforesaid application was held by and before this
Council after due notice, at which time all interested persons were
given full opportunity to be heard and to present evidence,
SECTION 2, That while there were protests to the granting
of the variance, both oral and written, there were many who spoke in
favor of it; that said protests were not against the applicant but
rather were against the increased activities in the neighborhood be-
cause they were growing beyond the bounds of R-2 zoning. That the
first variance, granted in 1954, was tor headquarters for the local
Arcadia Council of Girl Scouts, That in 1958 a variance was granted
to allow the erection of a new building; that the removal of the old
building left a concrete slab on which it is now proposed to erect
a covered patio where certain out-of-doors activities of the various
groups of Girl Scouts will be held.
SECTION 3. That the nature of the Girl Scout activities
constitutes an exceptional or extraordinary circumstance applicable
to the intended use of subject property; that the requested variance
is necessary to preserve the property rights of the applicant in
that subject property has already been improved with a structure de-
signed specifically for a Girl Scout Headquarters. That it is neces-
sary for Girl Scout activities to be held whenever possible within
walking distance of the young people who use ~he facilities, That
while the organization is growing and the activities increasing,

such activities have not yet reached the point where a larger area
or more facilities are required. That under certain conditions the
granting of the variance requested would not be detrimental to pub-
lic health or welfare or to the comprehensive general plan but would
provide facilities for youth activities within reach of the young
people for whom such facilities are planned.

SECTION 4. That for the foregoing reasons, a variance
is hereby granted to allow the erection of a covered patio on the
property hereinabove described and the use of 'said property as a
meeting place for Girl Scouts upon the following conditions:
a, That all outdoor activities conducted on subject
property be terminated by 10:00 o'clock p.m. and that there be n0
overnight use of the premises at any time.
b. That the regulations of the Los Angeles Air Pollution
District and the Arcadia Fire Department as they pertain to the
emission of smoke and open fires be strictly obeyed,
c. That the activities carried on either in the building
or on subject property be limited to only Girl Scout activities.
d. That the paved areas indicated on the plot plan be
lined and reserved for off-street parking, and that parking not
be permitted in the driveway,
e, That this variance be granted for a ten-year period
and at the end of said ten-year period this activity be relocated
where it will be more compatible wfth"surrounding properties,
SECTION 5. The City Clerk shall certify to the adoption
of this Resolution,
I HEREBY CERTIFY that the foregoing resolution was adopted

at a regular meeting of the City Council of the City of Arcadia held
on the 2lflt day of November, 1961, by the affirmative vote of at
least three Councilmen, to wit:
