A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
DECLARING ITS INTENTION TO FORM A
LIGHTING MAINTENANCE DISTRICT, WHICH
DISTRICT IS TO PAY THE COST AND
EXPENSES FOR THE MAINTENANCE AND
OPERATION OF A STREET LIGHTING SYSTEM
ON PORTIONS OF ALSTER AVENUE, ALTA
OAKS AVENUE, ANDREWS ROAD, BEVERLY
DRIVE, BIRCHCROFT STREET, BURNELL
OAKS LANE, CAMINO REAL, CANYON ROAD,
CIELO PLACE, DANIMERE AVENUE, DOSHIER
AVENUE, EL MONTE AVENUE, ENCINO AVENUE,
FAIRVIEW AVENUE, FLORENCE AVENUE,
FOOTHILL BOULEVARD, ,GRANDVIEW AVENUE,
GREENFIELD AVENUE, GREENFIELD PLACE,
HAVEN AVENUE, HIGHLAND OAKS DRIVE,

WILSON AVENUE, WINNIE WAY, WISTARIA
AVENUE, SECOND AVENUE, THIRD AVENUE,
SIXTH AVENUE, EIGHTH AVENUE AND ,NINTH
AVENUE IN SAID CITY, AND FIXING A TIME
AND PLACE FOR HEARING OBJECTIONS TO THE
FORMATION OF SAID DISTRICT OR TO THE
EXTENT THEREOF.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the public interest and convenience re-
quire and it is the intention of the City Council of the City of
Arcadia to form a lighting maintenance district to be known as
Lighting Maintenance District No. 17, for the purpose of assessing
said district to pay a portion of the cost and expenses of main-
taining and operating a street lighting system consisting of one
hundred fifty-five (155) 2500 lumen lamps, sixty-four (64) 4000
lumen lamps, fourteen (14) 6000 lumen lamps and six (6) 20,000 lumen
mercury vapor lamps in said district on portions of Alster Avenue,

Alta Oaks Avenue, Andrews Road, Beverly Drive, Birchcroft Street,
Burnell Oaks Lane, 'Camino Real, Canyon Road, Cielo Place, Danimere
Avenue, Doshier Avenue, El Monte Avenue, Encino Avenue, Fairview
Avenue, Florence Avenue, Foothill Boulevard, Grandview Avenue,
Greenfield Avenue, Greenfield Place, Haven Avenue, Highland Oaks
Drive, Hungate Lane, Ivyland Avenue, La Ramada Avenue, Las Flores
Avenue, Lee Avenue, Lenta Lane, LeRoy Avenue, Loganrita Avenue,
Lorena Avenue, Louise Avenue, Magna Vista Avenue, Magnolia Lane,
Monte Place, Newman Avenue, Oakglen Avenue, Palm Drive, Pamela
Road, Rosemarie Drive, Rolyn Place, St. Joseph Street, Sandra Ave-
nue, Santa Anita Avenue, Santa Anita Terrace, Sharon Road, South-
view Road, Standish Street, Sycamore Avenue, Wilson Avenue, Winnie
Way, Wistaria Avenue, Second Avenue, Third Avenue, Sixth Avenue,
Eighth Avenue and Ninth Avenue.
SECTION 2. The items of expense of maintenance and op-
eration of the said lighting system to be furnished and to be
assessed in part against the lands within the district (exclusive
of improvements) are the rate charge by the utility company for
electric power (which rate includes the cost of repairs, replace-
ments, maintenance, labor and materials) and the cost of publica-
tion, posting of notices and engineering costs in the formation of
the District. The estimated amount of electric power necessary for
said system for each year is ninety-five thousand, nine hundred
thirty-seven (95,937) kilowatt hours and the estimated cost of said
electric power for the first year of maintenance and operation is
the sum of eleven thousand one hundred four and 28/100 dollars
($11,104.28).
SECTION 3. That the said contemplated maintenance and
operation of said lighting system in the opinion of the City Coun-
cil of the City of Arcadia is of more than local or ordinary pub-
lic benefit and said City Council hereby makes the expense of said'

maintenance and operation, exclusive of the amount to be paid by
said City as stated in Section 5 hereof, chargeable upon a district,
which district said City Council hereby declares to be the district
benefited by said maintenance and operation and to be assessed to
pay-,the cost and expense thereof; which said district shall, in
general, include all of those lots fronting on said portions of said
streets. A plat or map of said district, indicating by a boundary
line the extent of the lands included in the proposed district, and
indicating by symbol showing the type of lighting, was approved and
adopted by the City Council of said City of Arcadia, and is on file
in the office of the City Clerk of the City of Arcadia. Reference
is hereby made to said plat or map for further, full and complete
description of said Lighting Maintenance District No. 17, and said
map so on file shall govern for all details as to the extent of such
district.
SECTION 4. That said maintenance and operation shall be
furnished for said system for a period from the date of the forma-
tion of said district to and including January 31, 1967.
SECTION 5. The City Council of the City of Arcadia here-
by orders that fifty percent (50~) of the total maintenance and
operation cost and expenses of said system be paid out of the
treasury of said City from the general fund of said City.
SECTION 6. Notice is hereby given that on Tuesday, the
16th day of January, 1962, at the hour of 8':00 o'clock p.m. of said
day, in the Council Chamber of said City Council of said City of
Arcadia, in the City Hall of said City, 240 West Huntington Drive,
any and all persons owning land or having any interest in lands
within the district liable to be assessed for the expenses of said

maintenance and operation or,any portion thereof, may be heard and
any of ~aid persons may present any objeqtions that they may have
by protest.
SECTION 7. All the proceedings for the aforesaid mainte-
nance and operation of said system shall be had and taken under and
in accordance with the provisions of an act of the Legislature of
the State of California, known and designated as the Municipal
Lighting Maintenance District Act of 1927, being Division 14, Part
3 of the Streets and Highways Code of the State of California.
SECTION 8. The Superintendent of Streets shall post or
cause to be posted, copies of this resolution headed "Notice of
formation of lighting maintenance district" along all open streets
within said district liable to be assessed, in the manner and form
required by law.
SECTION 9. The City Clerk shall certify to the adoption
of this resolution and ~hall cause the same to be published twice,
to wit: on December 21, 1961 and on December 28, 1961, in the Ar-
cadia Tribune, a newspaper of general circulation published and
circulated in the City of Arcadia and hereby designated for that
purpose.
I HEREBY CERTIFY that the foregoing Resolution was
adopted at a regular meeting of the City Council of the City of
Arcadia held on the 19th day of December, 1961, by the affirma-
tive vote of at least three Councilmen, to wit:
