RESOLUTION NO. 3305
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
AMENDING SECTION 1 OF RULE VIII OF
THE PERSONNEL RULES AND REGULATIONS
OF THE CITY OF ARCADIA AS ADOPTED BY
RESOLUTION NO. 2769 OF SAID CITY.
WHEREAS, certain rules and regulations supplementing the
personne 1 sys tem of the Ci ty of Arcadia were adopted on May 1, 1956"
by Resolution No. 2769, entitled."A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ARCADIA, CALIFORNIA, ADOPTING RULES AND REGULATIONS
SUPPLEMENTING THE ARCADIA CITY CHARTER AND CITY ORDINANCES CREATING
THE PERSONNEL SYSTEM OF THE CITY OF ARCADIA AND RESCINDING ALL PRIOR
RULES AND REGULATIONS"; and,
WHEREAS, Section 1 of Rule VIII - Probationary Period of
said Personnel Rules and Regulations reads in part: "Persons ap-
pointed to permanent positions shall be on probation for a period of
six months before attaining permanent status .

WHEREAS, a newly appointed policeman or policewoman spends
the first three full months in training at the Los Angeles Sheriff's
Department Academy and the next three months in on-the-job training,
so that it is impossible to evaluate an individual's performance on
the job within the present probationary period of six months; and,
WHEREAS, the Chief of Police and the Personnel Board, after
a careful study of reports of other cities and consideration of the
conditions and system of the Arcadia Police Department, have recom-
mended that said period of probation for uniformed members of the
Police Department be increased from six to twelve months;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That Section 1 of Rule VIII - Probationary
Period - be and the same is hereby amended to read as follows:
"SECTION 1. Length of Probationary Period. Persons ap-
pointed to permanent positions as uniformed members of the Police

Department at the beginning level shall be on,probation for twelve
months before attaining permanent status. Persons appointed'to other
permanent positions shall be on prQbation for a period of six months
before attaining permanent status. During the probationary period a
probationer may be discharged or demoted (if he holds permanent
status in a lower class) without right of appeal if the appointing
power deems him unfit or unsatisfactory for service. No person shall
attain permanent status unless and until (1) the appointing officer
certir.ies in writing to the City Manager that the employee is satis-
factory and has been permanently appointed to the position in which
he has held a probationary appointment, or (2) upon the failure of
the appointing power to remove the employee from his position, within
5 days after written notice from the City Manager that such employee's
probationary period has been or within 5 days will be completed and
that either permanent certification .or dismissal of the employee
must be accomplished. Upon the request of any employee who has com-
pleted, or within 5 days will complete, his prescribed probationary
period, the City Manager sh~ll notify the appointing power'of such
fact and that permanent certification or discharge of the employee
is required. Any such action shall be made a matter of record in the
minutes of the Personnel Board at its next regular meeting.

SECTION 2. The City Clerk shall certify to the adoption
of this Resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Council of the City of Arcadia held
on the
4th day of October
, 1960, by the affirmative vote of
at least three Councilmen, to wit:
