WHEREAS, an application for a variance and/or special use
permit for a convalescent home was filed with the City Planning Com-
mission with respect to the property located at 1601-1609 South

cation constitute exceptional or extraordinary circumstances and
which cannot be developed without some relief from the p~esent zon-
ing; that the necessary relief can best be afforded by variances
rather than by rezoning the specific pieces of property and vari-
ances therefore are necessary to protect substantial rights of the
property owners. That .i:iuch yariances, if granted under certain con-
ditions, will not be injurious to property or improvements in the
zone or vicinity where the property is located nor will they ad-
versely affect the comprehensive general plan.
SECTION .2. That for the foregoing reasons a variance
and/or special use permit is hereby granted to permit the construc-
tion and operation of a 66-bed, one-story convalescent home at 1601-
