HomeMy WebLinkAbout3336 ',' RESOLUTION NO. 3336 A,RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DETERMINING CERTAIN PROPOSED CONSTRUCTION TO BE OF URGENT NECESSITY FOR THE PRESERVATION OF LIFE, HEALTH AND PROPERTY. THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. That property has been tendered to the City of Arcadia for street purposes for the extension of Arcadia Avenue easterly from Baldwin" Avenue. That the City proposes to construct within and upon said property a water main and fire hydrants, sani- tary sewers and curbs, gutters and pavement. That the estimated cost of constructing such improvements exceeds the sum of three thousand dollars ($3,000.00). SECTION 2. That said City Council deems such work to be of urgent necessity for the preservation of life, health or property. A declaration of the facts constituting such urgency are as follows: Extensive improvement ,of properties in the immediate vicinity of the proposed easterly extension of Arcadia Avenue have been completed and either have been or soon will be put to full use, and still further improvements are planned in the immediate future. That the provision of additional fire service to such area is imperative and access to the areas thus improved and areas immediately adjacent thereto is imperative. That it is essential that the'improvements proposed to ,be constructed by the City be completed in advance of or as soon after the commencement of the forthcoming racing season' as possible, for the reason that such construction will of necessity interfere to a great measure with the flow of vehicular traffic on Baldwin Avenue; that Baldwin~Avenue daily carries a very heavy flow of vehicular traffic and the amount of vehicular traffic is increased manifold during the racing,season at the Los Angeles Turf Club for -1- 3336 the reason that Baldwin Avenue is one of the main traffic arteri- als to and from the Los Angeles Turf Club properties. Jhat the time required to call for bids and to award contracts in compliance with Section 1109 of the City Charter would result in delaying such con- struction an~ causing it to be done during a major portion of the forthcoming racing season commencing December 26, 19600 SECTION 3. That for the foregoing reasons the City Manager is hereby authorized to cause aforesaid proposed work to be done without advertising for bids, upon the adoption of the within reso- lution passed by at least four affirmative votes of the members of this Council. SECTION~. The City Cle~k shall certify to the adoption of this resolution. I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Council of the City of Arcadia, held on the 20th day of December, 1960, by the affirmative vote of at least four Councilmen, to wit: , AYES: Councilmen Balser, Butter~orth',.
