RESOLUTION NO. 3360
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF, ARCADIA, CALIFORNIA, URGING ,THE
LOS ANGELES' COUNTY BOARD OF SUPERVISORS'
COOPERATION IN ESTABLISHING STAGING AREA
ON RIO HONDO CHANNEL.
WHEREAS, the City of Arcadia recognizes the lack of recre-
ational lands in the San Gabriel Valley and elsewhere in Los Angeles
County; and,
WHEREAS, this need for additional recreational land and
open space areas has been recognized by the Los Angeles County Board
of supe~visors; and,
WHEREAS, the continuing population growth of Los Angeles
County will materially add to this shortage in the coming years; and,
WHEREAS, the cost of acquiring the lands necessary to meet
the needs of the citizens will materially increase in future years; and,
WHEREAS, the Los Angeles County Flood Control District has
many parcels of land which are now being declared surplus and were
purchased with tax dollars and also has lands which should be declared
surplus; and,
WHEREAS, there have been expended large sums of money by the
County for riding and hiking trai~s, which, trails are not being used
to their fullest due to lack of proper staging areas; and,
WHEREAS, San Gabriel Valley has a large percentage of horse
owners and riders who are desirous of using said trails;
NOW, T~REFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION I. That the City Council of the City of Arcadia
urges the Los Angeles County Board of Supervisors to reject the bids
received at Public Auction on Tuesday, March 7, 1961, for the sale of
excess property by the Flood Control District referred to as Parcel
No. 557, Rio ,Hondo Channel, File No. 4.042.

SECTION 2. That the Board of Supervisors be asked to take
action to transfer title to said land to the County Recreation De-
partment to be developed as a staging area for the riding and hiking
trails, since this particular parcel is ideally located and shaped
to serve such purposes on an area basis, whereas we are aware of no
other parcels that are so ideally located.
SECTION 3. That the City of Arcadia, through its City
Council, pledges to expend any reasonable amount to develop said
lands for the use of the horsemen of the area.
SECTION 4. That the Board of Supervisors be requested to
instruct the Flood Control District to work with local units of gov-
ernment to the end that other excess lands be made available to such
units for development as recreational areas, so that we can together
begin to meet our needs and provide facilities for the citizens of the
entire County.
SE~TION 5. The City Clerk shall certify to the adoption
of this Resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular. meeting of the City Council of the ~ity of Arcadia,
held on the 7th day of March, 1961, by the ai'1'irmative vote of at
least three Councilmen, to wit:
AYES: Councilmen Balser, Butterworth, Phillips, Reibold
and Camphouse
