RESOLUTION NO. 3368
A RESOLUTION OF THE ,CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
DENYING A REQUESTED ZONE RECLASSIFICATION
FROM ZONE R-l TO ZONE R-3 OF PROPERTY
ON THE SOUTH SIDE OF SYCAMORE AVENUE
EAST OF SECOND AVENU~ IN SAID CITY.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA,
DOES FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That there was filed with the City Planning
Commission on November 9, 1960, the application of D. C. Wheeler,
Jr., and others, as owners, for a change of zone from Zone R-l to
Zone R-3 of a portion of the prop~rty located on the south side of
Sycamore Avenue, east of Second Avenue, in the City of Arcadia,
County of Los Angeles, State of California, described as follows:
The,north 144.5 feet of lot 6; all of lots 7,
8 and 9; all of lot 10, except the southerly
45.5 feet thereof; and all of lots II, 12 and
13, Tract No. 12834, as shown on map recorded
in Book 262, page 24, of Maps, records of said
County; and
That portion of lot I, Webber, Wile & Michael
Replat, as shown on map recorded in Book 55,
page 31, Miscellaneous Records of said county,
bounded on the north by the easterly prolonga-
tion of the south line of Sycamore Avenue as
shown on map of said Tract No. 12834, and
bounded on the south by a line 248.41 feet
northerly from and parallel with the north line
of Foothill Boulevard (100 feet wide).
That after notice as required by the Zoning Ordinance of said City,
as amended, a public hearing was duly held by and before the Arcadia
City Planning Commission on the 27th day of December, 1960, which
hearing was continued to January 10, 1961, at each of which times
all interested persons were given a full opportunity to be heard
and to present evidence. That upon the conclusion of said hearings,
said Commission adopted its certain Resolution No. 402, wherein
and whereby it made certain findings and recommendations to this
Council.

SECTION 2. That after notice as required by law, a
public hearing on the matter was duly held by and before this City
Council on the 7th day of March, 1961, at which time all interested
persons were given a full opportunity to be heard and to present
evidence.
SECTION 3. That the City Council has fully reviewed
the files in the matter and fully considered all evidence pre-
sented. That while there were those who spoke in favor of the
change of zone there were many written protests as well as those
who spoke against such a change.
SECTION 4. That five of the lots facing on Sycamore
have only driveway access to the rear portions; that two of the
subject lots face on a narrow private roadway; that the requested
zoning would result in lots with R-I zoning at the front of the
lot and R-3 zoning at the rear; that all of the available build-
ing sites are at the rear of lots with no street frontage and
would not be suitable for R-3 uses. That all but four of the
building sites in the area are developed with single family homes,
modern and well maintained; that it does not appear that there is
any need at this time for R-3 zoning in the area; and the public
necessity, convenience, general welfare or good zoning practice
do not justify such a change at this time.
SECTION 5. That for the foregoing reasons the request
of D. C. Wheeler, Jr., and others that the above described property
be reclassified from Zone R-I to Zone R-3 is hereby denied.
SECTION 6. The City Clerk shall certify to the adoption
of this resolution.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the City Council of the City of

Arcadia, held on the 2lstday of March , 1961, by the affirmative
vote of at least three Councilmen, to wit:
