RESOLUTION NO. 3390
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
REQUESTING THE CALIFORNIA HIGHWAY
COMMISSION TO PROVIDE AN INTERCHANGE
ON THE PROPOSED FOOTHILL FREEWAY AT
BALDWIN AVENUE IN SAID CITY.,
WHEREAS, within and adjacent to the City of Arcadia
there is a 2.4-mile span of the main line of the Atchison, Topeka
and Santa Fe Railway, extending from Rosemead Boulevard on the
west to Santa Anita Avenue on the east, over which there is pres-
ent1y
no crossing for the use of automobile traffic; and,

WHEREAS, it is necessary that Baldwin Avenue be extended
to Foothill Boulevard with an interchange at the Freeway in order
to carry out the purpose of the State system of freeways to pro-
vide a means of mass transit between given points; and,
WHEREAS, Baldwin Avenue has become a natural north-south
route for the upper San Gabriel Valley inasmuch as no north-south
freeway has been established east of the Long Beach Freeway which
,terminates in the vicinity of the San Bernardino Freeway; and,
WHER~AS, the Division of Highways has established freeway
design standards to provide access ramps at approximately one-mile
spacing; and,
WHEREAS, Rosemead Boulevard and Santa Anita Avenue cannot
adequately serve all the traffic emanating in the north and north-
west and destined for the southeast, and Baldwin Avenue is the logi-
cal place to break the 2.4-mi1e span, between Rosemead Boulevard and
Santa Anita Avenue; and,
WHEREAS, the establishment of the Los Angeles State and
County Arboretum on Baldwin Avenue south of Colorado has greatly
increased the traffic on Baldwin Avenue, already extremely heavy
during the raCing seasons at Santa Anita Park; and,

WHEREAS, the State of California has no small financial
interest in the traffic destined for Santa Anita Race Track and
anything that will facilitate or foster attendance at this race
track will at least preserve, if not increase this State revenue
and justify the construction of an adequate interchange of the
Foothill Freeway with Baldwin Avenue at State expense; and,
WHEREAS, not only the rise in population of the City of
Arcadia, both north and south of the Foothill Freeway, but the in-
creased development in the City of Sierra Madre and the Hastings
Ranch section of Pasadena, both north of the Freeway, require the
establishment of a crossing under the Santa Fe Railway at Baldwin
Avenue; and,
WHEREAS, such need for a railroad crossing at Baldwin
Avenue is not confined to a single municipality or similar lesser
political un1t and the responsibility therefor should rest with a
larger po1it1ca1 unit; and,
WHEREAS, Baldwin Avenue has already been established as
a main highway, having been widened both within the City of Arcadia
and in unincorporated county territory and having on and off ramps
on the San Bernardino Freeway;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY DETERMINE AND RESOLVE AS FOLLOWS;
SECTION 1. That the State of California Division of High-
ways be and it is hereby respectfully requested and most strongly
urged to plan and construct a full interchange between Baldwin Ave-
nue and the Foothill Freeway, with the extension of Baldwin Avenue
to Foothill Boulevard.
SECTION 2. The City Clerk shall certify to the adoption
of this resolution and shall cause certified copies hereof to be

forwarded to the State of California Division of Highways and to
the Los Angeles County Road Commission.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the Arcadia City Council held on the 6th
day of June , 1961, by the affirmative vote of at least three
Councilmen, to wit:
