RESOLUTION NO. 3393 A RE~OLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, ADOPTING THE OFFICIAL BUDGET FOR THE FISCAL YEAR 1961-1962, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. That, as required by Section 1102 of the Ar- cadia City Charter, the Manager submitted to the Arcadia City Council, at least thirty-five (35) days prior to the beginning of the fiscal year 1961-1962, the preliminary city budget as pre- pared by him. That the City Council has heretofore reviewed the same and made such revisions therein as it deemed'advisable, and thereupon determined and fixed June 20, 1961, as the time for the holding of the public hearing thereon and caused notice thereof to be published at least ten (10) days prior to said hearing by at least one insertion in the official newspaper in the City of Arcadia. That copies of said proposed budget have been available for inspection by the public in the office of the City Clerk at least ten (10) days prior to the date of said hearing. SECTION 2. That at the time and place set forth in aforesaid notice of hearing, the City Council held a public hear- ing on the proposed budget, at which time all interested persons desiring to be heard were given such opportunity. That upon the conclusion of such public hearing the City Council further consid- ered the proposed budget and has made such revisions thereof as it deemed advisable. SECTION 3. That that certain document entitled "1961- 1962 ANNUAL BUDGET CITY OF ARCADIA, CALIFORNIA", heretofore caused to be prepared by the City Manager and presented to the City -1- 3393 Council aforesaid and caused by the City Council to be filed with the City Clerk of said City at least ten (10) days prior to afore- said public hearing on June 20, 1961, as the same may have been revised by said City Council as the result of said hearing on June 20, 1961, as evidenced by the official minutes of the City Coun- cil, is hereby adopted as the official budget of the City of Ar- cadia for the fiscal year 1961-1962. That it is hereby determined and declared that the adoption of said budget with the particu- larities therein specified shall, pursuant to Section 1105 of the Arcadia City Charter, constitute appropriations to the several de- partments, offices and agencies therein respectively set forth for the respective general objects and purposes therein named; that the designation therein of "Personal Services,", "Other Current Expenses", "Equipment", "Fixed Charges" or "Capital outlay", when- ever the terms are set forth in the budget of any department, office or agency of the City, are hereby declared to be the ob- jects and purposes of the budget for the respective departments, offices or agencies of the City within the meaning of Section 1105 of the City Charter; that the further specification of items within said major categories of each departmental budget is di- rectory only for the guidance of the administrative staff in the operation of the fiscal budget; that any unexpended amount re- maining after the purchase of or payment for any specific item set forth in any major category within a given department may, at the request of the department head, be expended for any other item in the same major category within said department; that at the re- quest of the department head and the approval of the City Manager, moneys in any major category of a department may be expended for any item included within such major category without further coun- cilmanic approval. That if the City Manager determines that there are moneys in any such major category of a department in excess of -2- 3393 the amounts required for all budgeted items within such major cate- gory, he may, without further councilmanic action, direct a trans- fer of all or any portion of such excess moneys to any other major category or categories within the same department. SECTION 4. The Council hereby determines and declares that the provisions made in the budget hereby adopted for temporary and overtime services shall be deemed to be the creation of a tem- porary position in any classification within each such department, to be filled by the department head only upon the approval of the City Manager and for such period of time as the respective budget item will permit. SECTION 5. That a copy of said official budget as here- by adopted, certified by the City Clerk, shall be filed with the person retained by the City Council to perform auditing functions for the City Council and a further copy shall be placed, and shall remain, on filed in the office of the City Clerk where it shall be available for inspection. SECTION 6. The City Clerk shall certify to the adoption of this resolution. I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Council of the City of Arcadia held on the 20th day of June, 1961, by the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen Butterworth, Camphouse, Reibold and Phillips None NOES: ABSENT: Councilman Ba1eA' ,~~ C~~ of ~e City 0 rca~ SIGNED AND APPROVED this , 1961.
