RESOLUTION NO. 3260
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
DENYING A REQUESTED ZONE
RECLASSIFICATION FROM ZONE R-3 TO
ZONE C-3 OF PROPERTY LOCATED ON THE
NORTH SIDE OF DUARTE ROAD FROM 745
TO 917 WEST DUARTE ROAD IN SAID CITY.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That there was filed with the City Planning Com-
mission on October 30, 1959, the application ~~ Paul B. Caler and
others, as owners of portions of subject property, requesting a change
of zone from Zone R-3 to Zone C-3 of the following described property
located on the north side of Duarte Road from 745 West Duarte Road to
and including 917 West Duarte Road in the City of Arcadia, County of
Los Angeles, State of California, to wit:
Lots 125 to 131, inclusive; Lot 132 except the
North 114 feet thereof; Lot 133 except the
North 50 feet thereof; and Lot 134 except the
West 34 feet thereof, measured along the North
line of said lot; all in Tract No. 2731, as
shown on map recorded in Book 33, page 29, of
Maps, records of said County.
That after notice as required by Ordinance No. 760 of the City of Ar-
cadia, as amended, a public hearing was duly held by and before the
Arcadia City Planning Commission on the 8th day of December, 1959,
which said hearing was duly continued to January 12, 1960, at each
of which times all interested persons were given a full opportunity
to be heard and to present evidence. That upon the conclusion of
said hearings, said Commission adopted its certain Resolution No.
359 wherein and whereby it made certain findings and recommendations
to this Council.
SECTION 2. That after notice as required by law, a public
hearing on the matter was duly held by and before this City Council

on the 15th day of March, 1960, which hearing was duly continued to
April 5, 1960, at each of which times all interested persons were
given a full opportunity to be heard and to present evidence.
SECTION 3. That the City Council has fully reviewed the
files in the matter and fully considered all evidence presented.
That although sixteen owners of property signed,the petition with
Mr. Caler and twenty property owners within a 300-foot radius signed
as approving the requested zone change, there were many others who
appeared at the Planning Commission or City Council hearings and
spoke against the change of zone to commercial uses. ,
SECTION 4. That property immediately east of subject
property has had commercial zoning since 1952 and is still unde-
veloped; that the property in the Golden i'lest area that has been
zoned for commercial uses under county regulations is developed
only with small businesses; that the present commercial uses are
carried on in smail buildings, some pf them o~d, and none of them
complying with the No. 1 Fire Zone restrictions; that it does not
appear that public necessity and convenience require the requested
change of zone. That subject property comprises a narrow shoe-
string strip not suitable for desirable commercial uses. That the
rezoning of property in the same vicinity on the south side of
Duarte Road for R-3 uses is presently under way and the granting
of the requested zone change would not only not follow good zon-
ing practice nor be for the general welfare, but it would be detri-
mental to the residential properties on the south side of Duarte
Road presently being rezoned for multiple~family uses, That pres-
ent development and future planned developments to, R-3 uses of
Duarte Road frontages in the immediate vicinity of subject prop-
erty indicate clearly that subject property is both suitable, usa-,
ble and desirable for R-J purposes.

SECTION 5. That for the foregoing reasons the request of
Paul B. Caler and others that the above described property be re-
classified from Zone R-3 to Zone C-3 is hereby denied.
SECTION 6. The City Clerk shall certify to the adoption
of this resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Council of the City of Arcadia, held
on the 8th
day of June
