A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
MAKING FINDINGS AND DETERMINATIONS
CONCERNING AND DENYING THE APPLICATION
OF RICHARD W.CALLAWAY, DOING BUSINESS
AS RANCHO LANES, INC., FOR A PERMIT
FOR THE OPERATION OF A 24-LANE BOWLING
ALLEY AND RELATED FACILITIES IN SAID
CITY.
THE CITY COUNCIL OF THE CITY QF ARCADIA, CALIFORNIA, DOES

SECTION ',V:: That on April"25, 1960 the application of

Richard W.,Call~way, dba Rancho Lanes, Inc., for a permit to conduct

a 24-lane bowlihg'aIley and related facilities ,upon property located
at 719 Sunset Boulevard, approximately, in said City of Arcadia, was
filed with the City Clerk. That after due notice as'required by
Ordinance No. 737 of the City of Arcadia, as amended, a public hear-
ing on said application was, held by and before this Council on May 3,
1960, in the Council Chambers of the Arcadia City Council, at which
time ,all interested persons were given full opportunity to be heard
and to present evidence.
SECTION 2. That subject property has heretofore been es-
tablished and classified in Zone C-2 which zone classification per-
mits the use of said property for bowling alleys as well as other
commercial uses. That the above described property is bounded on
the south by property likewise zoned C-2 and developed and used as
a shopping center. That the above described property is bounded on
the west by Michillinda Avenue and on the ~ast and northeast by
Sunset Boulevard.' That the other sides of.each of said streets are
completely developed to and used as residences, by far the greater
portion of which are single-family residential units.

SECTION 3. That in addition to 24 bowling lanes, appli-
cant proposes to construct and operate on the above described prop-
erty a cocktail bar and a coffee shop, and proposes to add 200

parking spaces, which in addition to the 400 already in use in the
adjacent shopping center will provide for the accommodation of ap-
proximately 600 automobiles, all'of ~hich facilities applicant
proposes to operate and keep open for public use continuously from
8:00 a.m. to 2:00 a.m. daily without exception.
SECTION 4. That a petition signed by 21 residents or
property owners in the immediate vicinity of the proposed bowling
alley was filed in protest to the granting of the requested permit
as well as the protest of the Santa Anita Village Community Associ-
ation on behalf of its approximately 600 members who reside in the
immediate vicinity of subject property. In addition 13 property
owners and residents in the immediate vicinity of the proposed
bowling alley appeared and voiced a protest to the proposed bowl-
ing alley and their reasons therefor.
SECTION 5. That the shopping center adjacent to the pro-
\'posed site of the bowling alley is' essentially a neighborhood shop-
ping center, designed for and used by the residents and property
owners iri the immediate general vicinity thereof. That it was
planned and developed by the owner of the large residential area
surrounding the same and is of service and benefit to it. That
the construction and operation of a 24-lane bowling alley and re-
lated facilities at the proposed location will not be of service
to or be patronized by any appreciable segment of the residents
and property owners surrounding the 'same.
SECTION 6. That the proposed site for the bowling alley
differs from other bowling alley locations in the City of Arcadia
in that the proposed site at the above location is surrounded on

all sides but one by 'property completely developed for residential
uses exclusively whereas the other sites in the City of Arcadia
are almost entirely 'surrounded by property zoned and used for com-
mercial and industrial uses. That the construction' and operation
of a bowling alley and parking lot, particularly of the size pro-
posed by applicant and especially during the late ,evening and early
morning hours as proposed by applicant will be detrimental to the
publiC peace and the welfare of the inhabitan15's of the City of Ar-
cadia for the reasons ,among others that the mass influx and exodus
of automobiles during such late evening and early morning hours
with the attendant noise will disturb the sleep, rest and quiet
of the residents airrounding the same, 'thereby injuring their health
and impairing their welfare. That the proposed facilities to be
erected and maintained upon the property by reason of their magni-
tude, the large number of motor vehicles they will attract, and the
hours of proposed operation, will be harmful to adjacent residential
properties causing depreciation of the value thereof, financial
detriment to the owners thereof, and thus further impairing the wel-
fare of the inhabitants of the 'City of Arcadia.
SECTION 7. That based on the testimony presented this
Council hereby finds and determines that the granting of the re-
quested permit and the conduct of the business for which a permit
was requested in the manner proposed' by applicant will be injurious,
detrimental and harmful to the public peace, health, safety and wel-
fare of the City of Arcadia and the inhabitants thereof.
SECTION 8. That for the foregoing reasons the applica-
tion of Richard W. Callaway, dba Rancho Lanes, Inc., for a permit
to operate a bowling alley and related facilities on the above de-
scribed properties should be and the same is hereby denied.
SECTION 9. The City Clerk shall certify to the adoption
of this resolution.

I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Council of the City of Arcadia,
held on the 17th day of May, 1960, by the affirmative vote of at
least three Councilmen, to wit:
