RESOLUTION NO. 3262
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
MAKING FINDINGS AND DETERMINATIONS
CONCERNING AND DENYING THE APPLICATION
OF GRANDVILL M. SHUMAKER FOR A PERMIT
FOR THE OPERATION OF A 24-LANE BOWLING
ALLEY AND RELATED FACILITIES AT 1020 -
1030 SOUTH BALDWIN AVENUE IN SAID CITY.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:

SECTION 1. That on April 28, ~960, the application of

of Arcadia, as amended, a public hearing on said application was

SE~ON 2. That subject property has heretofore been
established and classified in Zone C-2, which zone class~fication

permits the Use of said property for bowling alleys as well as '

the ~h~~ commercial uses proposed by applicant. That subject

erties a~utting either side of Baldwin Avenue from Huntington
BOUlevard\to Camino Real are zoned no more restrictively than in
Zone C-2. That properties abutting Fairview Avenue lying east and
west of the commercial frontages on Baldwin Avenue are zoned R-3.
SECTION 3. That in addition to 24 bowling lanes, appli-
cant proposes to construct and operate on the above described
property a coffee shop and a dining and cocktail lounge.

SECTION 4. That the owners of residential property in
the immediate vicinity as well as in areas more remote objected
to the granting of the requested permit on the grounds that the
conduct of the business as proposed'would cause nightlong noise
and traffic, disturbance to nearby residents, traffic congestion
resulting from inadequate off-street parking and an undue amount
of traffic on Baldwin Avenue and Duarte Road.
, SECTION 5~ That the proposed site for the bowling alley
differs from other bowling alley locations in the City of Arcadia
in that subject property is immediately adjacent to residential
properties and is not separated therefrom by as much as a street.
That the operation of a 24-lane bowling alley and a 'parking lot,
and particularly the use of adjacent parking lots owned by appli-
cant, will permit and encourage the coming and going of large num-
bers of automobiles during the late evening and early morning
hours which will be detrimental to the public peace and the welfare
of the inhabitants of the City of Arcadia for the reasons, among
others, that such mass influx and exodus of automobiles during
such late and early morning hours, together, with the noise attend-
ant thereto, will disturb the sleep, rest and quiet of the resi-
dents surrounding same trereby injuring their health and impairing
their welfare.

SECTION 6. That the proposed facilities to be erected
and maintained upon the property by reason of their magnitude,
the large number of motor vehicles they will attract, and the
hours of proposed operation, will be harmful to adjacent residential
properties causing depreciation of the value ,thereof, financial
detriment to the owners thereof, and thus further impairing the
welfare of the inhabitants of the City of Arcadia.

SECTION 7. That based on the testimony presented this
Council hereby finds and determines that the granting of the re-
quested permit and the conduct of the business for which a permit
was requested in the manner proposed by applicant will be injuri-
ous, detrimental and harmful to the public peace, health, safety
and welfare of the City of Arcadia and the inhabitants thereof.
SECTION 8. That for the foregoing reasons the applica-
tion of Grandvill M. Shumaker for a permit to operate a bowling
alley and related facilities on the above described properties should
be and the same is hereby denied.
SECTION 9. The City Clerk shall certify to the adoption
of this resolution.
