RESOLUTION NO. 3264
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
MAKING FINDINGS AND DETERMINATIONS
CONCERNING AND GRANTING THE APPLICATION
OF GRANDVILL M. SHUMAKER FOR A PERMIT
FOR THE OPERATION OF A 24-LANE BOWLING
ALLEY AND RELATED FACILITIES AT 1020 -
l030 SOUTH BALDWIN AVENUE IN SAID CITY
UPON SPECIFIED CONDITIONS.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That on April 28, 1960, the application of
Grandvill M. Shumaker for a permit to conduct a 24-lane bowling
alley and related facilities upon property located at 1020 - 1030
South Baldwin Avenue in said city was filed with the City Clerk.
That after due notice as required by Ordinance No. 737 of the City
of Arcadia, as amended, a publiC hearing on said application was
held by and before this Council on May 17, 1960 in the Council
Chambers of the Arcadia City Hall, at which time all interested
persons were given full opportunity to be heard and to present
evidence.
SECTION 2. That subject property has heretofore been
established and classified in Zone C-2, which zone classification
permits the use of said property for bowling alleys as well as
the other commercial uses proposed by applicant. That subject
property abuts the easterly side of Baldwin Avenue; that all prop-
erties abutting either side of Baldwin Avenue from Huntington
Boulevard to Camino Real are zoned no more restrictively than in
Zone C-2. That properties abutting Fairview Avenue lying east and
west of the commercial frontages on Baldwin Avenue are zoned R-3.
SECTION 3. That in addition to 24 bowling lanes, appli-
cant proposes to construct and operate on the above described prop-
erty a coffee shop and a dining and cocktail lounge. Although

applicant proposes to provide only 83 parking stalls on subject
property, he owns parking facilities consisting of 300 stalis on
the adjoining shopping center which he states may be used after
9:00 o'clock p.m., and 350 car parking facilities across the
street that will be available after 6:00 o'clock p.m. That al-
though the application states that the bowling lanes will be open
24 hours a day, seven days a week, applicant declares that he does
not intend to operate the bowling alley 24 hours a day.
SECTION 4. That some owners of residential property in
the immediate vicinity as well as in areas more remote objected
to the granting of the requested permit on the grounds that the
conduct of the business as proposed would cause nightlong noise
and traffic, disturbance to nearby residents, traffic congestion
resulting from inadequate off-street parking and an undue amount
of traffic on Baldwin Avenue and Duarte Road.
SECTION 5. That the operation of a bowling alley upon
property zoned C-2 is not of itself incompatible with the use of
adjacent property for multiple-family purposes. That the owner
of the only parcel of property zoned for multiple-family purposes
adjacent to subject property did not protest the granting of the
requested permit. That both Duarte Road and Baldwin Avenue are
major traffic arterials and truck routes and are planned to handle
large volumes of traffic. That the conduct of the 24-lane bowling
alley upon subject property in compliance with the conditions here-
inafter imposed will not be injurious, detrimental or harmful to
the public peace, health, morals or welfare of the City of Arcadia
,
or the inhabitants thereof. That the Council deems it necessary
and expedient to impose ,the terms, conditions, restrictions and
limitations hereinafter set forth, to further protect the public
peace, health, safety, morals and welfare of the City of Arcadia
and the inhabitants thereof.

SECTION 6. That for the foregoing reasons, a permit is
hereby granted to Grandvill M. Shumaker for the operation of a
24-lane bowling alley, coffee shop, and dining and cocktail lounge
upon property situated at and commonly known as 1020-1030 South
Baldwin Avenue in the City of Arcadia upon the following terms,
conditions, restrictions and limitations, to wit:
a. That the cocktail lounge be physically separated
from the bowling lanes and that there be no means of direct
entry to or from the cocktail lounge from or to the bowling lanes.
b. That no intoxicating liquor be served or permitted
to be consumed upon the bowling concourse, except beer; that no
intoxicating liquor, including beer, shall be served or permitted
to be consumed upon any portion of the concourse during any time
that Junior League training is scheduled or being conducted upon
any of the bowling lanes..
c. That no bowling lane be operated or used between.
the hours of 2:00 o'clock a.m. and 6:00 o'clock a.m. on any day,
and that no bowling lane be operated or used prior to lO:OO
o'clock a.m. on any Sunday.
d. That no billiard or pool tables be kept or used
upon the premises.
e. That complete plans for the proposed facilities be
submitted to the City within 90 days after date of adoption here-
of, and that construction in accordance with approved plans com-
mence within 90 days'notification to applicant that the completed
plans have been approved by the City.
f. That in addition to the parking places on subject
property, applicant agrees to maintain under common ownership
with the above described property at least 50 automobile parking
places on adjacent property of applicant, either so long as the
bowling alley be maintained or until at least 50 additional park-
ing places be provided upon other adjacent properties owned or
to be acquired by applicant and held in common ownership with
subject property.

g. That a plot plan of sufficient size and detail to show
compliance with the foregoing be submitted to and approved by the
City Council within 30 days after date hereof.
h. That the violation of anyone or more of the forego-
ing shall constitute grounds for the modification or revocation of
the permit hereby granted.
SECTION 7. The City Clerk shall certify to the adoption
of this resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Council of the City of Arcadia, held
on the 8th

at least three Councilmen, to wit:
