That on July 26, 1960 said Commission adopted its certain Resolution No. 378 wherein and whereby it recommended the granting of the requested variance. SECTION 2. That there were no protests to the granting of the requested variance. ThatL.a similar request for the use of the building as a library at its present location was granted by the Council on March 1, 1960 by Resolution No. 3226. That because of the dedication of a portion of the lot, where the building is now located, for street purposes to 'insure the development of -1- 3291 ~ ". .; landlocked property to the east, the balance of the lot is needed for playground and parking purposes. That the location of the library nearer the school buildings will be a more efficient use thereof. SECTION 3;; That the use of subject property for a paro- chial school and related facilities constitutes exceptional condi- tions not applicable to property generally in the vicinity; that the need of a library consistent with the expansion of the school creates the necessity for the requested variance to preserve sub- stantial property rights of the applicant. That inasmuch as a variance was granted for the establishment of the school over ten years ago, and for the use of the building as a library on March 1 of this year, the granting of this variance will not be materially detrimental to the health or welfare or injurious to property or improvements in the same zone or vicinity where it is located. That it will not adversely affect the comprehensive general plan but rather will be beneficial in that it will permit access to a public street from certain landlocked property presently undeveloped because of its inaccessibility.
