RESOLUTION NO. 3296.
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
GRANTING A VARIANCE TO ALLOW THE
CONSTRUCTION OF AN OFFICE AND STOR-
AGE BUILDING AT 214 NORTH FIRST AVENUE.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
HEREBY DETERMINE AND RESOLVE AS FOLLOWS:
SECTION L That there was filed with the City Planning

. Commission on June 13, 1960, the application of the Industrial
Brush Company, as owner"signed ,by ~~chard B. English, Vice Presi-
dent, for a zone variance to permit the construction of a building
to be used for business offices in the front portion and warehouse
purposes in the rear portion on property at 214 North .First Avenue
in the City of Arcadia, County of Los Angeles, State of California
described as follows:
Lot 3, Block 79, Santa Anita Tract, as shown
on map recorded in Book 15, pages 89 and 90,
Miscellaneous Records of said County.
That after notice as required by Ordinance No. 760 of the City of
Arcadia, as amended, a public hearing was duly held by and before
said Commission on the 12th day of July, 1960, which hearing was
duly continued to July 26th, 1960, at each of which times all
interested persons were given a full opportunity to be heard and
to present evidence. That on August 9, 1960, said Commission
adopted its Resolution No. 381 wherein and whereby it recommended
the granting of the variance upon specified conditions.
SECTION 2. That there were no protests to the granting
of the variance. That the applicant is operating at its present
location, 114 St. Joseph Street, under a variance originally

granted in 1950 and twice extended, the second time by Council

Resolution No. 2495 which required that subject property be main-
tained as a parking lot. That if the variance is granted, appli-
cant will provide the required parking on Lot 1, Block 79, Santa
Anita Tract, at the northeast corner of First Avenue and Santa
Clara Street, and on Lot 2, Block 81, Santa Anita Tract, on First
Avenue north of St. Joseph Street. That subject property, which
lies between the Santa Fe Railway and the proposed freeway, is pre-
sently zoned C-2 as is other property on First Avenue in the vicin-
ity, but the property at the rear of subject property, facing on
Santa Clara Street, is zoned and used for M-l purposes.
SECTION 3. That the location of the property constitutes
exceptional circumstances not usually applicable to property in the
same zone and the variance is necessary for the preservation and
enjoyment of substantial property rights possessed by other property
in the same zone and vicinity. That upon certain conditions herein-
after specified, the granting of the variance will not be detri-
mental to the public health or welfare, will not be inconsistent
with good planning practice and the present or prospective develop-
ment of the neighborhood in which the property is located.
SECTION 4. That for the foregoing reasons a variance is
hereby granted to permit the construction and use of a building at

214 North First' Avenue to be used for offices and storage facilities

upon the following conditions:
1. The development of the property shall be in substan-
tial compliance with the plot plan and building plans submitted
with the application.
2. The applicant shall enter into a covenant with the
city stipulating that Lot 1, Block 79, and Lot 2, Block 81, Santa
Anita Tract, shall be improved and used only as required parking
space for the business of the applicant, except that the small

office building on Lot 2, Block 81, may remain in its present

3. The city shall release the existing restriction
relat:Lng to parking on Lot 3, Block 79, established by Resolution
No. 2495.
SECTION 5, The City Clerk shall certify to the adoption
of th:Ls resolution..

adopted at a regular meeting of the City Council of the City of
Arcad:La, on the 6th
