RESOLUTION NO. 4052
A Resolution of the City Council of the
City of Arcadia Urging the Legislature
of the State of California to Adopt
Legislation Requiring that a Phonographic
or Electronic Record Be Made of Certain
Proceedings of Local Public Agencies,
WHEREAS, the personal and property rights of great
numbers of the people of this state are frequently affected by
the actions taken by local public agencies; and
WHEREAS, for many years the City of Arcadia and other
cities have made and preserved electronic or phonographic 'records
of the meetings of the City Council and Planning Commission and,
in addition, the proceedings of other commissions and boards when
personal or property rights are acted upon; and
WHEREAS, there are cities which do not make such phono-
graphic or electronic records of such meetings and proceedings;
and
WHEREAS, an individual may be seriously inconvenienced
and his personal or property rights prejudiced by the lack of a
phonographic or electronic record of such proceedings; 'and
WHEREAS, the right to a judicial review of action taken
by local agencies is an essential part of our system of justice;
and
WHEREAS, it is extremely difficult to adequately review
actions of a local public agency without a phonographic or
electronic record of the proceedings of the agency; and
WHEREAS, the California Public Records Act (Government
Code Section 6250 et. seq.) declares that access to information
concerning the conduct of the people's business is a fundamental
and necessary right of every citizen of this state, and whereas
the exercise of said right can be meaningful if accurate informa-
tion has been recorded and preserved; and
WHEREAS, a phonographic or electronic record is the
only ~ccurate record of any proceeding,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1, That the Legislature of the State of California
is urged to adopt legislation requiring local public agencies to
make and preserve a phonographic or electronic record of all city
council and planning commission meetings and, in addition, all
proceedings of other commissions and boards which may affect indi-
vidual property or personal rights.
SECTION 2. The City Clerk shall certify to the adoption
of this Resolution.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Council of the City of Arcadia,
held on the 21st day of January
, 1969, by the affirmative vote
of at least three Councilmen, to wit:
