RESOLUTION NO. 4013
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, RE-AFFIRMING
THE OFFICIAL SALARY STEP SCHEDULE
FOR THE VARIOUS POSITIONS IN THE CITY
EMPLOY, ASSIGNING SCHEDULE NUMBERS
TO SUCH POSITIONS, AND ALTERING AND
ADJUSTING THE MINIMUM AND MAXIMUM
COMPENSATION FOR VARIOUS POSITIONS IN
THE CITY EMPLOY, AND AMENDING ALL
PRIOR RESOLUTIONS TO CONFORM HEREWITH.

THE CITY COUNCIL OF T~ CITY OF ARCADIA, CALIFORNIA, DOES
HEREBY DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That the City Manager, in cooperation with
the administrative staff of the City, has reviewed the personnel
system of the City of Arcadia and the compensation of all officers
and employees of the City of Arcadia and has made his recommenda-
tions thereon. That the City Council has reviewed the aforesaid
recommendations and the subject matter generally.
SECTION 2. That the following step plan salary schedule
heretofore in effect is hereby re-affirmed by the City of Arcadia:

SECTION 3. That pursuant to the recommendations and
determinations thus made as set forth in Section 1 hereinbefore,
the following positions within the unclassified and classified
service of the City of Arcadia are, effective July 1, 1968,
established, re-established, re-affirmed and approved, respec-
tively, as the case may be, and effective as of July 1, 1968,
the following rates or amount of compensation and amounts and
times of increases therein are made applicable to the various
offices and positions within the city employ, in accordance with
the salary schedule thus assigned thereto, and effective July 1,
1968, all positions in the classified and unclassified service
of the City of Arcadia heretofore created and established and
not hereinafter or otherwise established, re-established, re-
affirmed or approved are hereby abolished, to wit:

SECTION 4. In addition to the compensation specified in
the preceding Section, additional payments shall be made to encourage
stability of employment in the amounts, at the times and to the em-
ployees eligible as hereinafter in this Section provided:
a. Except with respect to department heads, only full
time service in a position to which a salary schedule has been and
is in effect shall be used in determining eligibility for payments
under this Section;
b. It is expressly declared that no vested rights accrue
to any payments made or that may accrue under this Section, and the
amounts and times of such payments may be altered or eliminated
entirely at any time by the decision of the City Council;
c. Payments under this Section shall be made between
December 1 and December 10 of each calendar year throughout the
time this Section in its present form remains in effect. Payments
under this Section are not pro-ratable, and no payment shall be
made under this Section to any person who is not at the time of any
such payment either employed full time in a position to which a
salary schedule is in effect or employed as a department head;
d, Payments under this Section shall be made only to
persons who are at the time of such payment either department heads
or are full time employees of the City in a position to which a
salary schedule is in effect, and who by the ensuing January 1st
shall in each instance have been continuously employed full time
for a period of 5 years or more in a position to which a salary
schedule has been and is in effect;
e. Persons presently employed full time who have been
thus employed for 5 or more years shall receive credit for such
prior service occurring on or after January 1, 1958; provided,

however, that department heads shall receive credit for service
rendered as a department head or as a full time employee only from
and after November 30, 1962;
f, All payments payable under this Section after Decem-
ber 10, 1962, shall be computed at the rate of 2t% of the base
rate for the first 5 years of service rendered on or after January 1,
1958, plus t% of the base ra~e for each year of service thereafter;
provided, however, that the maximum credit to be allowed for prior
service under this Section is 20 years;
g. Base rate as used in this Section shall mean a sum
equal to the product of 12 times the lowest step in the range
assigned to a classification applicable to the position held by an
employee at the time the payment is made to him under this Section.
In the case of department heads, base rate shall mean the monthly
salary applicable to the position at the time the payment is made
to such department head. In no event, however, shall the base rate
exceed $5,000 for the purpose of computing payments under this
Section.
SECTION 5. An employee whose position is abolished or
vacated by a reduction in work load or lack of funds, at a time
when the employee has at least one year of consecutive service,
upon termination shall receive a lUmp sum payment equal to 1/5th
of his previous month's salary times the number of years of con-
secutive service, not exceeding 5, provided the employee shall
not be terminated if he is eligible and is appointed to another
position in accordance with the personnel rules and regulations.
SECTION 6. When necessary to prevent physical disrup-
tion of a vital public works, or damage from such disruption, an

administrative officer may require employees in his department to
work at any time other than during regular working hours until such
service is restored or emergency repairs are made. An employee
working under such conditions shall be credited with pay at the
rate of one and one-half times the regular hourly rate or with
time-off equal to time and one-half the time worked; no overtime
credit shall be allowed for any period less than one half hour,
provided that an employee who is recalled to work after completing
a days work, including any overtime, shall receive a minimum credit
of one hour of time-off or one hour at his hourly rate. Such over-
time shall be paid for, or time-off taken at the option of the em-
ployee if said administrative officer consents thereto, within 30
days of the date it is earned.
SECTION 7. That with the approval of the City Manager a
probationary employee may be hired at Step A, B or C in the salary
schedule applicable to the position thus filled. That any temporary
employee, at the discretion of the appointing power and with the
approval of the City Manager, may be paid up to the maximum amount
specified for the position thus filled by such employee, and may
be paid less than the salary prescribed for a probationary or per-
manent employee in such position, That all part-time employees and
all other employees in the classified service, as to which a maxi-
mum or stated compensation is hereinbefore specified, may be paid
any sum up to and including or any sum less than the maximum com-
pensation hereinbefore specified,
SECTION 8. In the event that it is hereafter found that
through inadvertence, clerical error or otherwise any position in
the city employ has been omitted or eliminated, or the wrong classi-
fication or salary schedule has been assigned to any such position,

such error shall be corrected by the City Council at its first meet-
ing following the discovery of any such error, such correction to
be effective as of July 1, 1968.
SECTION 9. That all prior resolutions inconsistent in
whole or in part with any of the foregoing sections are hereby
amended to co~form with the provisions hereof.
SECTION 10. The City Clerk shall certify to the adoption
of this resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted
at an adjourned regular meeting of the City Council of the City of
Arcadia held on the 24th day of June, 1968, by the affirmative vote
of at least three Councilmen, to wit:
