A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA DECLARING ITS INTENTION TO IMPROVE A PORTION OF FIRST AVENUE IN SAID CITY OF ARCADIA AND DECLARING SAID WORK OR IMPROVEMENT TO BE OF MORE THAN LOCAL OR ORDINARY PUBLIC BENEFIT AND DESCRIBING THE DISTRICT TO BE BENEFITED BY SAID WORK OR IMPROVEMENT AND TO BE I ASSESSED TO PAY THE COSTS AND EXPENSES THEREOF AND DETERMINING THAE, SERIAL BONDS SHALL BE ISSUED TO REPRESENT SAID COSTS AND EXPENSES I AND FIXING A TIME AND PLACE FOR HEARING OBJECTIONS TO SAID WORK OR ! IMPROVEMENT OR TO THE EXTENT OF THE DISTRICT TO BE ASSESSED OR BOTH. THE CITY COUNCIL OF THE CITY OF ARCADIA DO RESOLVE AS FOLLO\YS: SECTION 1: That the public interest and convenience require and it is the intention of the City Council of said City of Arcadia to order the following work and improvement to be done in said City of Arcadia, to-wit: FIRST:-- That a concrete curb be constructed in said First Avenue from the Southerly line of Huntington Drive to the Northerly line of California Street in said City of Arcadia along a line ten (10) feet Westerly of and parallel to the Easterly line of said First Avenue, including returns( at Huntington Drive and First Avenue and a.t the North side of California Street and First Avenue and returns in the Alleys between Huntington Drive and Alta Street; Alta Street and Bonita Street and Bonita Street and California Street. SECOND:-- That a cement sidewalk six (6) feet in width be constructed along the Easterly side of said First Avenue from the Southerly curb line of Huntington Drive to the Northerly curb line of California Street, except where a cement sidewalk is con- structed to the official line and grade and is now in good condi- tion. That the Westerly ten (10) feet of each Alley extending Easterly from First Avsnue between ~he Southerly line of Hunting- ton Drive and the Northerly line of California Street, be graded and paved with concrete crosswalk six (6) inches thick. FOURTH:-- That the existing trees along the Easterly of said First Avenue, between the Southerly line of Huntington Drive and the Northerly line of California Street, be removed. FIFTH:-- That the existing domestic water meters now installed along the Easterly side of said First Avenue, between the Southerly line of Huntington Drive and the Northerly line of California Street be removed and reset along a line ten (10) feet Easterly of and parallel to the Easterly line of said First Avenue, SIXTH:-- That the roadway space in said First Avenue from the Southerly curb line of Huntington Drive to the Northerly line of the existing pavement on California Street and situate between a line ten (10) feet Westerly of the Easterly line of said First Avenue and the oil macadam pavement now in place in said First Avenue, be graded and paved with an oil macadam pavement four (4) inches thick, except where such an oil macadam pavement is now in place and is in good condition in the intersections of Huntington Drive and First Avenue; Alta Street and First Avenue; Bonita Street and First Avenue and California Street and First A venue. Said work shall also be in accordance with the following Specifications on file in the office of the City Clerk of said City of Arcadia, to-wit: "Standard Specifications No. 0 for the construction of curbs, sidewalks, gutters, oil macadam pavement and concrete pavement." "Standard Specifications No. 1 for the installation of street lighting standards, wires, conduits and all accessory fixtures thereto." Said Profile and Improvement Plan No. C-145 and the Specifications hereinabove referred to, were adopted by Resolution No. 426 of said City Council and the same are hereby made a part of this Resolution and are hereby referred to for a more particular description of said work. All Streets and Avenues referred to in this Resolution are Public Streets and Avenues of said City of Arcadia. The above description is general only. A Plat or Map of said District indicating by a boundary line the extent of the territory included in the proposed Assessment District is on file in the office of said City Engineer. Reference is hereby made to the said Plat or Map, for a further, full and complete description of said Assessment District. The said Plat or Map so on file shall govern for all details as to the extent of such Assessment District. SECTION 5: Said City Council aleo determines and de- clares that Serial Bonds shall be issued to represent each assess- ment of Twenty-five ($25.00) Dollars, or more, remaining unpaid for thirty (30) days after the date of expenses of said work and improvement, the Warrant to represent thel Said Serial Bonds shall I I I I extend over a period ending nine (9) years from the second day of ,January next succeeding the fifteenth day of the next November following their date and an even annual proportion of the principal sum thereof shall be payable by coupon on the second day of January every year after the fifteenth day of the next November following their date, until the whole is paid, and the interest shall be pay- able semi-annually by coupon, on the second daysof January and July, respectively of each year after their date at the rate of seven (7) per cent per annum on all' sums unpaid until the whole of said principal and interest arepaid. M. of said day, in the Council Chamber of the City Council of said City of Arcadia, in the City Hall of said City, any and all personsi having any objections to said proposed work or improvement or to the extent of the District to be assessed, or both, may appear said City Council and show cause ~hy said proposed improvement should not be carried out in accordance with this Resolution. before I I SECTION 7: All of the proceedings for the aforesaid improvement and for the issuance of said Bonds shall be had and taken under and in accordance with an Act of the Legislature of the State of California, known and designated as the "Improvement Act of 1911", approved April 7, 1911, and of all Acts supplementar I thereto or amendatory thereof. SECTION 8: The Superintendent of Streets shall post or cause to be posted, conspicuously along the line of said contem- plated work or improvement and also along all the open Streets and I I Alleys wi thin the Distr.ict liable to be assessed and hereinabove I described, notices of the passage of this Resolution in the manner and form required by law. SECTION 9: The City Clerk shall certify to the passage of this Resolution and shall cause the same to be published twice in The Arcadia News, a weekly newspaper published and circulated in said City of Arcadia and hereby designated for that purpose. Said City Council does not deem it advisable that the City Clerk mail copies of dNotices of Improvement" to the owners or reputed owners of property within the said Assessment District and the mailing of such notices is hereby dispensed with.
