A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
DENYING APPLICATION FOR CHANGE FROM
ZONES R-O AND C-2 TO ZONES C-2 AND D
TO PERMIT THE CONSTRUCTION OF A
SHOPPING CENTER ON PROPERTY LOCATED
AT 723 AND 731 WEST FOOTHILL BOULEVARD
IN SAID CITY. '
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That there was filed with the City Planning
Commission on July 28, 1967, the application of National Shopping
centers, Inc., as agent for the owner, Shepherd of the Hills Evan-
gelical Lutheran Church Sierra Madre, for a zone change from R-O and
C-2 to C-2 and D to permit the construction of a major supermarket,
barber shop, ice cream parlor, dry cleaners, florist and the rebuild-
ing of an existing service station on property located at 723 and
731 West Foothill Boulevard in the City of Arcadia, County of Los
Angeles, State of California, more specifically described as follows:
Lots 77 and 78 of Tract No. 11074. Also that por-
tion of Lot 5, Tract No. 948 described as follows:
Commencing at the southeast corner of Lot 77,
Tract No. 11074, thence North 0054'30" East
along the east line of said Lot 77~ a distance
of 250 feet; thence North 88041'10' East, a
distance of 250 feet to the west line of Santa
Anita Avenue; thence southerly along said west
line, a distance of 250 feet to its intersection
with the north line of Foothill Boulevard; thence
westerly along said north line a distance of 250
feet to the place of beg~~ning;
That after due notice as required by the Zoning Ordinance of said
City a public hearing was duly held on the matter by and before the
City Planning Commission on August 22, 1967, at which time all
interested persons were given a full opportunity to be heard and to

present evidence. That said City Planning Commission thereafter on
September 12, 1967 adopted its certain Resolution No. 619 wherein
and whereby it recommended the denial of the requested zone change.
That pursuant to law and after notice duly given, a public hearing
on said application and the Planning Commission's recommendation
relative thereto was held by and before this City Council on October
3, 1967 at which time no testimony, oral or written, was presented
other than the files in the matter.
SECTION 2. That subject property is presently in Zones
R-O and C-2, with an existing service station on the C-2 portion and
a church on the lot adjacent to the west. The lot west of the church
site is vacant and unused. The property to the north and west is
zoned R-O and developed with single-family homes. Properties to the
south and east are zoned R-l and C-2 with a mixture of uses. That
said development proposed commercial intrusion into a prime residen-
tial zone and would abut existing residentially developed properties.
That the application proposes to extend commercial zoning further
west on a street already overburdened with strip commercial zoning
and development. That the granting of commercial zoning as requested
in this location would be detrimental to the public health and wel-
fare and injurious to property or improvements in such zone or
vicinity, and would adversely affect the comprehensive general plan.
That such requested zone, change is not justified by good zoning
practices.
SECTION 3. That for the foregoing reasons this City
Council hereby denies the requested zone change to permit the con-
struction of a shopping center on the above-described property.

SECTION 4. The City Clerk shall certify to the adoption
of this resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted
at an adjourned regular meeting of the City Council of the City of
Arcadia held on the 18th day of October, 1967, by the affirmative
vote of at least three Councilmen, to wit:
